If we know enough to say the solar system is a filigree construction, we might reasonably assume we know where all its bits are. But lurking in the solar system's dark recesses, rumour has it, is an unsighted world - Planet X, a frozen body perhaps as large as Mars, or even Earth.

Planet X would be the most significant addition to the solar system since the discovery of Pluto, the now notorious non-planet, in 1930. When the International Astronomical Union voted to downgrade Pluto to dwarf planet status in 2006, they established three criteria for a fully blown planet in our solar system: it must orbit the sun; its gravity must suffice to mould it into a near-spherical shape; and it must be massive enough to have ploughed its orbit clear of other bits and bobs. Pluto falls down on this third point. It is just one of many Kuiper belt objects (KBOs), icy bits of debris that pepper space from Neptune's orbit at 30 astronomical units out to around 50 AU, where 1 AU is the distance between Earth and the sun.

Any new object would have to be well clear of the Kuiper belt to qualify as a planet. Yet intriguingly, it is studies of the belt that have suggested the planet's existence. Some KBOs travel in extremely elongated orbits around the sun. Others have steep orbits almost at right angles to the orbits of all the major planets. "Those could be signs of perturbation from a massive distant object," says Robert Jedicke, a solar system scientist at the University of Hawaii.

That is by no means a general consensus. An early, slow outward migration of the giant planets (see "How was the solar system built?") could also explain some of these strange KBO orbits - although it has difficulty explaining all of the belt's observed properties.

Over the past 20 years, huge swaths of the sky have been searched for slowly moving bodies, and well over 1000 KBOs found. But these wide-area surveys can spot only large, bright objects; longer-exposure surveys that can find smaller, dimmer objects cover only small areas of the sky. A Mars-sized object at a distance of, say, 100 AU would be so faint that it could easily have escaped detection.

That could soon change. In December 2008, the first prototype of the Panoramic Survey Telescope and Rapid Response System (Pan-STARRS) was brought into service at the Haleakala observatory on Maui, Hawaii. Soon, four telescopes - equipped with the world's largest digital cameras, at 1.4 billion pixels apiece - will search the skies for anything that blinks or moves. Its main purpose is to look out for potentially hazardous asteroids bound for Earth, but inhabitants of the outer solar system will not escape its all-seeing eyes.

Jedicke and his team are busy developing software to spot objects automatically using Pan-STARRS. The discovery of a further planet would be thrilling, he says. The only explanation for its presence there would be that large bodies coalesced very early in the solar system's history, only to be ejected by the gravity of the giant planets later on. That would firm up our ideas about how the solar system must have developed, and perhaps be a stepping stone towards its even more distant recesses



Obama demands action

WASHINGTON: President Barack Obama warned Congress on Monday not to let "modest" differences delay his stimulus plan, but Republicans demanded dramatic changes to a bill now priced at almost 900 billion dollars.

As a crunch week dawned for the huge economic kick-start measure, Obama cranked up pressure on the Senate for quick action while more grim data detailing job losses and plunging demand revealed the depth of the recession.

The president, who has spent valuable political capital chasing Republican support for his plan, admitted differences remained between the two parties and between Congress and the White House.

"But what we can't do is let very modest differences get in the way of the overall package moving forward quickly," Obama said, adding he still hoped to get a bill passed



Heatwave brings havoc to southern Australia as temperatures hit 45C

A week-long heatwave has caused havoc in southern Australia, where bushfires have destroyed up to ten homes, weather records have been broken, and up to 19 people, many elderly, have died during soaring temperatures averaging over 40C (104F).

In what the weather bureau has described as "Black Friday", bushfires are burning across the east of the southern state of Victoria, which today endured a high of 45.1C, its record-breaking third consecutive day above 43C.

The bushfires – two blazes that combined after wiping out a timber plantation at the town of Boolarra in the Latrobe Valley to the east of Melbourne – have so far destroyed a reported ten homes and burned through more than 2,260 hectares.

Five hundred firefighters have tried to hold back the blazes over the past 24 hours but they are still burning.

"Everybody is under threat … we are in deep s***," one resident controller warned the people of Boolarra during a town meeting where residents were told to activate bushfire emergency plans or face dire consequences.

The town has reportedly already run out of water due to the extra demand.

One Boolarra resident, named Laura, has lost her home and told the Australian Broadcasting Corporation that many more on her street were also gone.

"The main thing is we've got each other, and we've got our one-year-old, and we got out and got our pets out, but I know a lot of people weren't that lucky," she said.

"Three [houses] definitely, that my husband saw were gone, but other than that, I just don't know."

Melbourne and Adelaide were disrupted by power blackouts as millions of overheated people switched on air conditioners, and commuters faced lengthy transport delays as train and tram lines buckled in the heat.

In Adelaide 19, mainly elderly, people are reported to have died during the heatwave, a higher than average daily figure of sudden deaths. Only two sudden deaths were recorded last Friday.

John Hill, the South Australian Health Minister, would not confirm whether the deaths were heat-related, but acknowledged that the increase was high.

"How many of them are associated with the heat is speculative – but it's obviously a high number," he told the Adelaide Advertiser.

Even the tennis players at the Australian Open couldn’t escape the heat. On Tuesday Novak Djokovic, the men’s No 3 seed, retired ill from a game after heat-related complaints that have dogged tournament organisers all week, and the retractable roofs on Rod Laver Arena have been closed for part of the past three days.

The heatwave has also affected Tasmania, traditionally Australia’s coolest state, which reached 42.2C at Scamander – an all-time record for the island.



Ukraine risks unrest as ills worsen

Olexander Pavlenko, a young computer programmer, is one of tens of thousands of Ukrainians who cannot get their money out of the bank.

He stood in line in Kiev at Nadra Bank and Ukrprombank, two big troubled banks, planning to withdraw more than $10,000 (€7,950, £7,125). But like many others, he was told the cash was not available.

“I stood in line a couple times with other bank clients who were protesting, crying and screaming. But the bank told me: ‘Sorry, we simply don’t have the money now and can’t help you.’”

With about nine banks now under the central bank’s special control, Ukrainians are increasingly worried.

Even those with their money in apparently solid banks, including those controlled by west European banking groups, are concerned because the central bank has banned the early redemption of term deposits, the most popular form of saving in Ukraine.

Altogether, hryvnia bank deposits have dropped 20 per cent since September and those in foreign currency 10 per cent.





“This is very serious,” said Olexander Suhonyako, president of the Association of Ukrainian Banks.

The growing discontent among bank clients is matched by other signs of public anger at the impact of the global crisis – and at the seeming inability of the country’s divided leaders to respond effectively.

Recent weeks have seen protests by truck drivers complaining about taxes and the dramatic decline of the hryvnia, which has complicated the repayment of foreign currency vehicle loans.

Meanwhile, the owners of street kiosks in Kiev successfully demonstrated against the city’s plans to take over their stalls.

But with demonstrations drawing only up to 5,000 people, the authorities are confident there is no serious threat to stability.

They say Ukraine is remarkably calm given the country’s economic problems. Gross domestic product growth is forecast to contract 5-10 per cent in 2009, while unemployment is rising and non-payment of wages is becoming more common.

But with political leaders focused on the forthcoming presidential elections due before the end of the year, some observers fear that the protests will become bigger.

Oleksiy Haran, a political science professor at Kiev’s Mohyla University, says: “If [the economic situation] worsens, if more banks run into trouble, and if more layoffs pile up, then I would expect large crowds to materialise. This will be dangerous for a country that is struggling already to deal with the economic crisis.”

There seems to be no end to the disputes between Viktor Yushchenko, president, and Yulia Tymoshenko, his prime minister.

Much now depends on the implementation of the $16.5bn package assembled by the International Monetary Fund, including money for bank refinancing. After disbursing $4.5bn last autumn, the IMF suspended further loans after a policy disagreement with Kiev.

But Mr Yushchenko and Ms Tymoshenko pledged at the weekend to co-operate with each other and the IMF on implementing reforms.

Meanwhile, the IMF agreed to relax its desired deficit target from less than 1 per cent of GDP to about 3 per cent, in the light of the deepening recession.

Co-operating with the IMF will allow Ukraine not only to secure loans but also support from other international institutions including the World Bank and multinational banks, which have pledged to back their local subsidiaries.

On Monday, Austria’s Raiffeisen International promised to support Aval, its Ukrainian affiliate.

Hryhoriy Nemyria, deputy prime minister, insists Ukraine “is not a basket case”. Ceyla Pazabasioglu, the IMF’s Ukraine mission chief, agrees, saying the country’s difficulties are not “insurmountable”.

But investors are not so sure. Ukraine’s credit default swap rate – a risk measure – stands at around 3,700, compared with about 1,000 for Latvia and 560 for Hungary, two other east European states on IMF support.

Every week seems to bring a new crisis – the next could come this weekend, when Kiev is due to pay a $400m bill to Gazprom, the Russian gas monopoly.



Worse than the Great Depression

The mainstream media and Wall Street have reached the consensus that the current credit crisis is the worst since the post-war period. George Soros’ statement that ”the world faces the worst finance crisis since WWII” epitomizes the collective wisdom. The crisis is currently the ultimate scapegoat for all the economic evils that currently plague the global financial system and the global economy – from collapsing stock markets of the world to food shortages in third world counties. We are repeatedly assured that the ultimate fault lies with the Credit Crisis itself; if there were no Credit Crisis, all of these terrible things would never have happened in the economy and the financial markets.

The most extraordinary thing is that the mainstream media has never attempted to compare the current economic environment to the one preceding the Great Depression. In essence, it is assumed outright that the Great Depression can never possibly happen again, ever, thus obviating the need for such a comparison. I actually believe that the macroeconomic fundamentals today are much worse, so that we are in for a protracted period of economic depression – a depression much worse than the Great Depression, a depression that would likely be remembered in history as “The Second Great Depression” or The Greater Depression, as Doug Casey has called it so aptly. Here is why I believe that this is the case.

Duplicating Mistakes from the Great Depression

At its core, the environment of the 1990s, and the response of the Fed to the tech-telecom bust has created an economic environment that has encouraged the repetition of the very same mistakes that led to the Great Depression. Here is a concise summary of widely recognized mistakes of the 1920s, without going into the details, with obvious parallels in the current environment:

*Asset Bubbles – first in the stock market during the 1990s, then in real estate during the 2000s, pretty much mirroring the stock and real estate market bubbles of the 1920s.

*Securitization – although not in the very “ultra-modernistic” form and shape of the 2000s, with slicing and dicing of pools and tranches of seniority, it was widely recognized in the 1930s that securitization during the 20s drove the domino effect in the U.S. financial system during the Great Depression.

*Excessive Leverage – just like in 2008 the topic du jour is “deleveraging”, so the unwinding of leverage during the 1930s was the driver of forced liquidations and financial pain. Of course, it was very clear back then that the root of the problem was not deleveraging per se, but the excessive leverage that took place prior to the deleveraging process. “Investment Pools” were then instrumental in both the securitization and excessive leverage, just like the Hedge Funds of today.

Snow brings deaths, travel chaos to Europe

LONDON - Snow storms brought travel chaos to western Europe on Monday closing London-Heathrow airport after one jet slid off a taxiway and at least five people were killed in storm incidents.

Two climbers died on Mount Snowdown in Wales and three people were killed in accidents and from the cold in Italy.

London lay under 10 centimetres (four inches) of snow, the most recorded in the British capital in 18 years. The storms also hit France and Spain, closing roads and rail tracks, and spread as far south as Morocco.

A Cyprus Airways plane with 104 passengers came off the icy taxiway at Heathrow, the world's busiest international airport.

"The plane had safely landed and was making its way to the stand and the front wheel went on to the grass area," a spokeswoman for airport operator BAA said. No injuries were reported.

Both runways were closed, however, and Heathrow halted all flights until at least 5:00 pm (1700 GMT).

British Airways called off all short-haul flights for Monday. A number of other British airports were closed or had cancellations and severe delays.

Eurostar advised passengers against travelling between London and Paris on high-speed trains because of snow delays.

British regional trains were badly hit and London underground and bus services came to a near standstill.

Thousands of schools closed around the country and an army of snow ploughs and gritters worked to clear roads.

The British Highways Agency advised against all but essential travel but there was still a 54 mile (87 kilometre) tailback on the M25 orbital road north of London, reports said.

"It's absolute madness going in to work, but at least I can say I tried," said Bree McWilliam, an Australian policy analyst who experienced her first ever snowfall as she struggled into work.

Three people were killed by the cold and torrential rainstorms in Italy. One man died from the cold in the northern town of Lecco, another was killed in Sicily when his car was swept away by a river.

About 500 people were evacuated from their homes in Cosenza in the southern region of Calabria, while snow also forced the cancellation of about 20 flights from Rome and Milan.

Air France cancelled about 30 flights from Paris-Charles de Gaulle airport and other flights were delayed. One runway was closed at Paris-Orly causing big delays.

Some French high-speed trains were cancelled and those that did run were ordered to slow. France's roads agency also urged motorists to cancel non-essential journeys, with some roads impassable around Paris and in the east around Strasbourg where dozens of accidents were reported.

Up to 20 centimetres of snow also fell in parts of Switzerland while part of the road around the San Bernardino tunnel was closed.

In Belgium, about 400 kilometres (250 miles) of traffic jams were reported during the morning rush hour around Brussels and other main cities.

Snowfalls snarled traffic in several parts of Spain including the Madrid area where two highways were temporarily closed, the National Travel Administration Department (DGT) reported.

A storm packing winds of more than 100 kilometres (60 miles) an hour injured about a dozen people in southern Spain, emergency services said.

Most of the injuries were cuts and bruises from flying debris as the storm knocked down tree branches and advertising billboards and tore off parts of roofs, a spokeswoman said.

In the Mediterranean port of Malaga, winds ripped off part of the roof from the city's main bus station. Four people were injured, including one in a serious condition.

At Estepona, near Marbella, the storm knocked down a circus tent during a performance Sunday night, slightly injuring five members of the public.

In Ireland, snow caused hazardous driving conditions and flights to Britain were disrupted. Ireland's Meteorological Office warned of "heavy snowfall" expected later Monday.



Lengthy and possibly severe cold spell likely

Much colder weather will develop across the UK during the next few days as pressure rises over Scandinavia and winds back to the east. With a pool of really deep cold air moving across from the continent and then over the North Sea before reaching the UK it does look likely to turn very wintry for a time by the end of the weekend and during the early part of next week. The cold is expected to affect the whole country and at the moment computer models are suggesting that it may last until the middle of February. According to TheWeatherOutlook forecaster, Brian Gaze, "Conditions look favourable during the next week for widespread and heavy snow to develop across parts of the country. It looks as though there is a chance that parts of southern and central Britain will have their heaviest snowfall since February 1991." The wintry spell of weather may well bring significant travel disruption to large parts of the country, so do keep up to date with the developing weather situation during the days ahead.



China declares drought emergency

China has declared an emergency in eight northern and central drought-hit regions, where nearly four million people are suffering water shortages.

Nearly half of China's winter crop - some 10m hectares (24m acres) of wheat and rape seed - are also under threat.

President Hu Jintao and Premier Wen Jiabao ordered all-out efforts to fight the drought, allocating 400m yuan ($58m, £40m) in relief assistance.

China's drought relief office called it an event "rarely seen in history".

China faces droughts and floods annually but has seen a recent increase in extreme weather conditions.

The Chinese authorities say the current drought is expected to continue as no rain has been forecast in the affected areas for at least 10 days.

'Red alert'

The Chinese leaders' decision was announced at a State Council meeting, according to the Xinhua news agency.

Government efforts should be directed at stabilising grain production, increasing farmers' income and ensuring agricultural production, the Council said.

The agriculture ministry says it is on red alert.

Eight wheat-growing regions - Hebei, Shanxi, Anhui, Jiangsu, Henan, Shandong, Shaanxi and Gansu - are under threat, Xinhua reported.

The official China Daily newspaper, citing meteorological authorities, said Henan had recorded its worst drought 1951, going 105 consecutive days without rain.

Much of China's farming still relies on rainfall as many of its farming communities have a poor irrigation system.

The BBC's China analyst Shirong Chen says the prolonged drought has added to the misery in rural areas where millions of migrant workers have lost their jobs as a result of the global economic downturn.

A poor harvest in the summer would mean even less income for the farmers. The government is worried that this will dent its effort to stimulate consumer spending in rural areas, making it harder to maintain social stability, he says.



Global Scientists Draw Attention To Threat Of Ocean Acidification

More than 150 leading marine scientists from 26 countries are calling for immediate action by policy-makers to sharply reduce CO2 emissions so as to avoid widespread and severe damage to marine ecosystems from ocean acidification.

The scientists issued this warning Jan 30, 2009 in the Monaco Declaration, a statement based on the conclusions of participants at last October’s 2nd international symposium on The Ocean in a High-CO2 World.

Professor Andrew Dickson, a marine chemist at Scripps Institution of Oceanography, UC San Diego and professor Victoria Fabry, a visiting research scientist at Scripps, were among the signatories to the declaration.

The scientists note that ocean acidification is already detectable and is accelerating. They caution that its negative impacts can be avoided only by limiting future atmospheric CO2 levels.

“Studies presented at the Monaco meeting further highlighted the likely problems of ocean acidification to our oceans,” said Dickson. “I am glad to be a signatory to this declaration, and look forward to working with my colleagues to improve our knowledge of this important area and to communicate that knowledge to a wider audience.”

It is well established among researchers that the uptake of increased amounts of carbon dioxide will make ocean water more acidic as the gas dissolves to create carbonic acid. Ocean chemistry is changing 100 times more rapidly than in the 650,000 years that preceded the modern industrial era and since the late 1980s, researchers at Scripps Oceanography and others have recorded an overall drop in the pH of the oceans from 8.16 to 8.05.

This increased acidity can hamper the ability of a wide variety of marine organisms ranging from coral to abalone to form calcium carbonate shells and skeletonal structures. Researchers believe that at crucial stages in the larval and juvenile stages in the lives of many marine invertebrates, ocean acidification inhibits calcification, and also appears to affect reproduction and growth in some organisms.

Scripps Oceanography is emerging as an international center of ocean acidification research. Late Scripps geochemist Charles David Keeling is best known for his famous record of atmospheric carbon dioxide concentrations known as the Keeling Curve, but he also started the first time series of ocean carbon dioxide content in 1983 near Bermuda. Dickson established the reference standards for measurements of carbon dioxide content and alkalinity of ocean water that have helped researchers accurately measure trends in acidification over the past 20 years. Additionally Scripps researchers have deployed one carbon dioxide sensor off the California coast and have plans to launch two more in 2009.

“This declaration clearly articulates the urgency of the problem of ocean acidification and the potential severity of its impacts to marine ecosystems,” said Fabry, a marine biologist who also works as a professor at Cal State University, San Marcos.

Prince Albert II of Monaco has urged political leaders to heed the Monaco Declaration as they prepare for climate negotiations at the United Nations Framework Convention on Climate Change conference in Copenhagen this year.

“I strongly support this declaration, which is in full accord with my efforts and those of my Foundation to alleviate climate change,” he said.

Scripps Director Tony Haymet and Prince Albert recently met to consider ways in which Scripps and the Prince Albert II of Monaco Foundation could marshal their resources in one or more joint scientific collaborations to better understand and address the growing threat of ocean acidification.

“Scripps and Monaco have a shared commitment to meet this challenge,” Haymet said. “We are working toward creating a partnership on ocean acidification, knowing our combined expertise and resources will have a much greater impact.”

The Monaco Declaration is based on the Research Priorities Report developed by participants at last October’s 2nd international symposium on The Ocean in a High-CO2 World, organized by UNESCO’s Intergovernmental Oceanographic Commission, the Scientific Committee on Oceanic Research (SCOR), the International Atomic Energy Agency (IAEA) and the International Geosphere Biosphere Programme (IGBP), with the support of the Prince Albert II of Monaco Foundation and several other partners.

“The chemistry is so fundamental and changes so rapid and severe that impacts on organisms appear unavoidable,” said James Orr of the Marine Environment Laboratories (MEL-IAEA) and chairman of the symposium. “The questions are now how bad will it be and how soon will it happen. The report from the symposium summarizes the state of the science and priorities for future research, while the Monaco Declaration implores political leaders to launch urgent actions to limit the source of the problem.”

“In order to advance the science of ocean acidification, we need to bring together the best scientists to share their latest research results and to set priorities for research to improve our knowledge of the processes and of the impacts of acidification on marine ecosystems,” explained Patricio Bernal, executive secretary of UNESCO IOC. “The Ocean in a High-CO2 World Symposia Series provides this forum to scientists every four years, and the Research Priorities Report it produces represents an authoritative assessment of what we know about acidification impacts.”



Sea level rise may be worse than expected

WASHINGTON – Long-term sea level increases that could have a devastating effect on southern Florida and highly populated coastal areas may be even larger than once thought, a report suggests.

Some studies have suggested that melting of ice in Antarctica and other areas could raise sea levels by 16 feet to 17 feet over the long run, a potential threat to coastal areas such as Washington, D.C., New York City and California.

But a report in Friday's edition of the journal Science warns that factors not previously considered could one day boost that increase to up to 21 feet in some areas.

The study did not list a time frame for such a dramatic change. But co-author Peter Clark, a geoscientist at Oregon State University, stressed that they "aren't suggesting that a collapse of the West Antarctic Ice Sheet is imminent."

The most recent International Panel on Climate Change report estimated sea level rise of up to 3 feet by the end of this century.

"People have been trying prepare for sea level rise for some time, it's not a new issue," Clark said, noting that the U.S. Fish and Wildlife Service and U.S. Geological Survey are holding a meeting in San Francisco on the effects of coastal change.

Earlier research has focused on melting ice adding water to the oceans and on thermal expansion of sea water in a warmer climate over long periods of time.

In the new report geophysicist Jerry X. Mitrovica and physics graduate student Natalya Gomez of the University of Toronto, Canada, and Clark, say other factors need to be considered.

_When an ice sheet melts, its gravitational pull on the ocean is reduced and water moves away from it. That means sea levels could fall near Antarctica and rise more than expected in the northern hemisphere.

_Antarctic bedrock that currently sits under the weight of the ice sheet will rebound from the weight, pushing some water out into the ocean.

_The melting of the West Antarctic ice sheet will cause the Earth's rotation axis to shift, potentially moving water northward.

"The net effect of all of these processes is that if the West Antarctic ice sheet collapses, the rise in sea levels around many coastal regions will be as much as 25 per cent more than expected," Mitrovica said in a statement



Florida is freezing to death

ORLANDO, Fla. - Citrus growers and vegetable growers appeared Thursday to have weathered the statewide freeze better than expected, but tomato growers took a hit as temperatures stayed below freezing long enough to cause damage to some of those crops.

It will take days for growers to know the extent of the damage. But temperatures in the dense tomato-growing regions of Immokalee, in southwest Florida, and the Palmetto-Ruskin area near Tampa were "cold enough long enough that there will be pockets of damage to those crops," said Lisa Lochridge, a spokeswoman for the Florida Fruit and Vegetable Association.

Florida is the top producer of fresh tomatoes in the nation.

The mercury was expected to dip Thursday night into the low 20s for the second night in a row in northern Florida, and a record low was possible for the Jacksonville area. Overnight freeze warnings were issued for the northern half of the state.

"This has been one of the coldest winters that we've had in Florida in several years," state meteorologist Ben Nelson said in a message broadcast to Floridians on YouTube.

Temperatures in Lake Okeechobee, where large number of vegetable crops are grown, dipped below freezing but wind helped keep frost off the crops, Lockridge said.

Florida's citrus growers dodged a bullet since temperatures in the major citrus growing regions didn't stay at 28 degrees for more than four hours — the breaking point when damage begins. Growers in the nation's No. 1 citrus-producing state are still assessing damage from a freeze last month.

"There will probably be spot damage here and there but in terms of large-scale problems, we came through OK," Michael Sparks, CEO of Florida Citrus Mutual, the state's largest citrus grower's group, said in a statement.

Most of the state's strawberry growers also got by relatively unscathed by using their irrigation system to create a protective layer of ice around the fruit, said Ted Campbell, executive director of the Florida Strawberry Growers Association. That keeps the fruit around 32 degrees, above the threshold where serious damage can occur.

"It didn't get cold enough to do serious harm," Campbell said. "In fact, it's making the flavor even sweeter than ever ... It increases the sugar in the plant."

Grower John Steffy of Indiantown near Lake Okeechobee wasn't so lucky. He said he lost his tomato crop and won't know until he is done surveying Friday whether his strawberries will survive.

"It's like working for a year and getting no pay," Steffy said.

Arctic air will remain across the area tonight... and a freeze warning has been issued. Lows by Friday morning will be in the lower to mid 20s in the normally colder locations and in the mid 30s near the coast.

A freeze warning is issued for 3 or more hours of temperatures between 27 and 32 over a widespread area.

Residents should cover or move indoors any cold sensitive plants... and bring pets indoors this evening.

Australia is about to burn…

Southeast Australia is bracing for a major heatwave which could cause the worst bushfires for decades, and nursing homes have been warned to prepare for the searing heat after several deaths during a heatwave last week.

The temperature in the outback town of Ivanhoe in New South Wales state is forecast to reach 47 degrees Celsius (116.6

Fahrenheit) on Saturday and the coastal cities of Sydney and Melbourne will bake under 40-plus Celsius.

Tens of thousands of firefighters are on standby to cope with bushfire outbreaks, with authorities in Victoria state warning Saturday's conditions could be worse than those that led to the deadly "Ash Wednesday" fires of 1983, which killed 75.

"It's just going to be probably ... the worst day ever in the history of the state in terms of temperatures and winds," Victoria state premier John Brumby told reporters on Friday.

"The state is just tinder dry, so people need to exercise real commonsense tomorrow, if you don't need to go out don't go out, it's a seriously bad day," he said.

The heatwave will not affect commodity crops such as wheat and sugar, which are grown predominately in western and southern Australia.

Authorities fear the heatwave, which last week caused major blackouts and left thousands of residents without air conditioning, could again be fatal to the elderly.

There were 22 "sudden deaths" in Adelaide last Friday at the height of the last heatwave and several in Melbourne.

"This is about protecting our nation's frail and aged," said Minister for Ageing Justine Elliot, in warning nursing homes to prepare for the heatwave. Nursing homes in southeast Australia care for some 170,000 residents.

"Aged care providers have a legal obligation to ensure that they are providing proper care for residents. It is important in heatwave conditions that they recognise residents may not be able to communicate their discomfort," Elliot said in a statement.

South Australia's main morgue was now almost full with 71 bodies, a temporary morgue has been hired, and elective surgery delayed as hospitals try to cope with more than 600 heat-related cases, said local media.

Rail authorities in Sydney have ordered a slowdown of the network to try and avoid accidents if rail lines buckle, as they did in last week's heatwave in Melbourne and Adelaide. Three train lines in Adelaide will be closed on Saturday.

Emergency officials have imposed fire bans in three states, warning that arsonists would be severely dealt with.

"The government obviously has absolutely no tolerance for arsonists," New South Wales state Emergency Services Minister Steve Whan told reporters.

Ingham floods recede but more rain on way

Bulldozers and bobcats have moved onto the streets of Ingham today in north Queensland as the floodwaters recede, but several towns remain cut-off and more heavy rain is forecast.

Local government authorities believe the repairs in Ingham, north of Townsville, will still be going on at this time next year.

Premier Anna Bligh committed $500,000 to a north Queensland flood appeal in Ingham today and is calling on Queenslanders to help.

She estimates there has been $120 million worth of damage to public infrastructure so far and damage to private homes could be just as bad.

"Public infrastructure is likely to have suffered severe damage in some parts," she said.

"As the waters recede we're going to see a lot of damage and we're going to see a lot of homes take some time to really get cleaned up."

Locals have begun cleaning up as the floodwaters recede.

Emergency Management Queensland has teams on standby to begin the massive clean-up.

Emergency Services Minister Neil Roberts says it will be a long process.

"Fatigue management is a key issue so we'll rotate them as time goes by," he said.

The owner of the original pub with no beer, Mark Doyle, is serving coffee to emergency crews.

"We might be the pub with no grub soon, because we're running out of food very quickly," he said.

"You've got to become very creative with the food to feed the troops".

The State Government is promising to rush food supplies to all affected areas, with many communities still isolated, including Townsville, Ayr and Home Hill.

The highway has reopened to four-wheel drives and fresh food supplies are expected by tomorrow.

Meanwhile, Charters Towers Mayor Ben Callcott says the army will fly-in food to his isolated community.

"We've approached the army and they have told us if we require the caribou this morning and we make the decision, we can have the caribou loaded with groceries and that's the way we intend to go this morning," he said.

More rain

A monsoonal low is hovering over the Coral Sea and weather bureau spokesman Peter Gould says more heavy rain is expected.

"We've got strong winds along the coast and also heavy rain on the way," he said.

The weather bureau also says the South Johnstone River, near Innisfail, has reached major flood level.

Hydrologist Jeff Perkins says 160 millimetres of rain has fallen in two hours over the river's catchment and it has reached seven metres.

He says the North Johnstone is also expected to flood, but will not threaten homes in Innisfail.

"We've still got further rainfall and that is moving into the Johnstone, so if that happens we'll get fast rises," he said

"The catchments are very wet and responding quite quickly to intense rainfall."



Antarctic shelf collapse could tilt Earth's axis: researchers

A new study in Canada suggests that the collapse of a large portion of the Antarctic ice shelf would shift the very axis of the planet.

Geophysicists at the University of Toronto looked at the possible effects on the earth if sea levels rise because of a collapse of the west Antarctic ice shelf.

The Toronto researchers say the melting of the ice sheet will actually cause the earth's rotation to shift dramatically - about 500 metres from its current position if the entire ice sheet melts - and that would result in much higher sea levels in some areas than previously expected.

The researchers say the melting would change the balance of the globe in much the same way that tsunamis move huge amounts of water from one area to another.

They say that could mean water migrating from the southern Atlantic and Pacific Oceans north toward North America and into the southern Indian Ocean.

The research has been published in today's issue of the journal, Science.



Job loss: Worst in 34 years

Employers slashed another 598,000 jobs off of U.S. payrolls in January, taking the unemployment rate up to 7.6%, according to the latest government reading on the nation's battered labor market.

The latest job loss is the worst since December 1974, and brings job losses to 1.8 million in just the last three months. It is worse than the forecast of a loss of 540,000 jobs from economists surveyed by Briefing.com

The rise in the unemployment rate was worse than the 7.5% rate economists expected. The unemployment rate is now at its highest level since September, 1992.





January was a brutal month for layoffs, as major companies ranging from Microsoft (MSFT, Fortune 500), Boeing (BA, Fortune 500) and Caterpillar (CAT, Fortune 500) to Home Depot (HD, Fortune 500) and Starbucks (SBUX, Fortune 500) all announced substantial job cuts.

The jobs report comes as the Senate debates the Obama administration's proposal for a nearly $900 billion economic stimulus bill. During a debate late into the night Thursday Republicans and some Democrats questioned the bill's mix of measures and its size.

WASHINGTON — Long-term sea level increases that could have a devastating effect on southern Florida and highly populated coastal areas may be even larger than once thought, a report suggests.

Some studies have suggested that melting of ice in Antarctica and other areas could raise sea levels by 16 feet to 17 feet over the long run, a potential threat to coastal areas such as Washington, D.C., New York City and California.

But a report in Friday's edition of the journal Science warns that factors not previously considered could one day boost that increase to up to 21 feet in some areas.

The study did not list a time frame for such a dramatic change. But co-author Peter Clark, a geoscientist at Oregon State University, stressed that they "aren't suggesting that a collapse of the West Antarctic Ice Sheet is imminent."

The most recent International Panel on Climate Change report estimated sea level rise of up to 3 feet by the end of this century.

"People have been trying prepare for sea level rise for some time, it's not a new issue," Clark said, noting that the U.S. Fish and Wildlife Service and U.S. Geological Survey are holding a meeting in San Francisco on the effects of coastal change.

Earlier research has focused on melting ice adding water to the oceans and on thermal expansion of sea water in a warmer climate over long periods of time.

_When an ice sheet melts, its gravitational pull on the ocean is reduced and water moves away from it. That means sea levels could fall near Antarctica and rise more than expected in the northern hemisphere.

Global Depression Train Has Left The Station: Next Stop Worldwide Economic Catastrophe

At first, many politicians and key economists and financial “experts” refused to use the “R” for recession word, as the housing price collapse in the United States unleashed the eruption of the sub-prime mortgage asset bubble. One could look back at the utterances of former U.S. Treasury Secretary Hank Paulson and his collaborator, Fed Chairman Bernanke, of less than a year ago. Amid mounting indicators of impending systemic financial failure, they were still boasting that their “aggressive” tactics were containing the economic fallout resulting from the sub-prime implosion, ensuring not only the avoidance of a recession but the continuation of economic growth, albeit on a more modest scale. The Global Economic Crisis was the furthest thing from their collective minds. That was then. But this is now.

No longer is the recession terminology hidden; it is conceded in the highest circles as a global disaster, requiring unimagined sums of money to save the financial system while also saving jobs being eliminated by the global recession. However, as with the earlier denial on use of the recession terminology, there is an unwillingness to employ the “D” word for depression, as in a replication of the Great Depression of the 1930s.

It is not only those who were myopic a year ago that want to avoid talk of a depression, at all costs. Even the most prescient analysts and experts have held back on their vocabulary in defining the Global Economic Crisis. However, more and more credible economists and experts have begun describing our current economic catastrophe as a depression. The Economist magazine was one such authority, as was the most recent recipient for the Nobel Prize for economics, Paul Krugman.

Perhaps the most astute observer of the unfolding disaster resulting from the implosion of the U.S. housing bubble has been NYU economics professor Nouriel Roubini. A year ago, amid the happy talk being proffered by Hank Paulson and Ben Bernanke, he accurately warned of the systemic financial collapse that would ensue in short order, unless urgent, coordinated steps of global intervention were swiftly undertaken. History vindicated the judgement of Roubini, while also applying to him the moniker of “Dr. Doom.”

As clear-cut as Nouriel Roubini has been in assessing the Global Economic Crisis, even he has been reluctant to use the “D” word. Now, however, he is warning that the worldwide economic crisis will get much worse, and in the absence of effective global intervention that is coherent and synchronized, a “near depression” was a serious possibility. His most recent warning comes in conjunction with his current assessment of the losses he projects for the global financial system due to “toxic assets,” in the range of $3.6 trillion. His conclusion is chilling in the extreme: the banking system in the U.S. is effectively insolvent.

Added to the mounting evidence of banking insolvency, not only in the United States but other major economies, in particular the U.K., are the horrendous unemployment numbers. The U.S. Labor Department has released its statistics on job losses for January of this year, indicating that another 600,000 Americans joined the ranks of the unemployed. This translates into an official unemployment rate of 7.6%. However, in reality, the situation is far worse than those numbers indicate. In the first place, the Labor Department’s monthly reports are never complete, owing to lagging tabulations from small firms and businesses. This is reflected in that the current report revised substantially higher the unemployment numbers for November and December of 2008. In all probability, more than 700,000 Americans were terminated in January, with every indication that this trend will continue far into 2009. In addition, the official unemployment rate, since the 1960s, subtracts “discouraged” workers, meaning the permanently unemployed, as well as part-time workers unable to find full-time employment. If these numbers are added into the unemployment figure, it exceeds 14%.

At its worst level, the unemployment rate in the U.S. during the Great Depression stood at 25%. After the advent of the New Deal of President Franklin Roosevelt, it temporally declined to near 10%, but then rose to a much higher level, reaching the range of 16-17% prior World War II. Accordingly, a true current unemployment rate of 14% is within the levels experienced by the United States during the 1930s. Factor in the structural insolvency of the American banking sector, the rampant demand destruction infecting the global economy and other catastrophic asset bubbles set to burst during the next several months, and it becomes clear that the United States and the rest of the world have now entered a dark economic territory that can no longer be defined as merely a recession.

The Global Economic Crisis has now achieved levels of economic contraction in all major indices that can only be described as a depression of worldwide dimensions. The global depression train has left the station, and will bring a level of economic and financial carnage to every corner of our world on a scale so staggering, it would have been unimaginable to even the most sober pessimists-until recently.

The United States is heading for bankruptcy, according to an extraordinary paper published by one of the key members of the country's central bank.

A ballooning budget deficit and a pensions and welfare timebomb could send the economic superpower into insolvency, according to research by Professor Laurence Kotlikoff for the Federal Reserve Bank of St Louis, a leading constituent of the US Federal Reserve.

Prof Kotlikoff said that, by some measures, the US is already bankrupt. "To paraphrase the Oxford English Dictionary, is the United States at the end of its resources, exhausted, stripped bare, destitute, bereft, wanting in property, or wrecked in consequence of failure to pay its creditors," he asked.

According to his central analysis, "the US government is, indeed, bankrupt, insofar as it will be unable to pay its creditors, who, in this context, are current and future generations to whom it has explicitly or implicitly promised future net payments of various kinds''.

The budget deficit in the US is not massive. The Bush administration this week cut its forecasts for the fiscal shortfall this year by almost a third, saying it will come in at 2.3pc of gross domestic product. This is smaller than most European countries - including the UK - which have deficits north of 3pc of GDP.

Prof Kotlikoff, who teaches at Boston University, says: "The proper way to consider a country's solvency is to examine the lifetime fiscal burdens facing current and future generations. If these burdens exceed the resources of those generations, get close to doing so, or simply get so high as to preclude their full collection, the country's policy will be unsustainable and can constitute or lead to national bankruptcy.

"Does the United States fit this bill? No one knows for sure, but there are strong reasons to believe the United States may be going broke."

Experts have calculated that the country's long-term "fiscal gap" between all future government spending and all future receipts will widen immensely as the Baby Boomer generation retires, and as the amount the state will have to spend on healthcare and pensions soars.

The total fiscal gap could be an almost incomprehensible $65.9 trillion, according to a study by Professors Gokhale and Smetters.

The figure is massive because President George W Bush has made major tax cuts in recent years, and because the bill for Medicare, which provides health insurance for the elderly, and Medicaid, which does likewise for the poor, will increase greatly due to demographics.

Prof Kotlikoff said: "This figure is more than five times US GDP and almost twice the size of national wealth. One way to wrap one's head around $65.9trillion is to ask what fiscal adjustments are needed to eliminate this red hole. The answers are terrifying.

One solution is an immediate and permanent doubling of personal and corporate income taxes. Another is an immediate and permanent two-thirds cut in Social Security and Medicare benefits. A third alternative, were it feasible, would be to immediately and permanently cut all federal discretionary spending by 143pc."

The scenario has serious implications for the dollar. If investors lose confidence in the US's future, and suspect the country may at some point allow inflation to erode away its debts, they may reduce their holdings of US Treasury bonds.

Prof Kotlikoff said: "The United States has experienced high rates of inflation in the past and appears to be running the same type of fiscal policies that engendered hyperinflations in 20 countries over the past century."

Paul Ashworth, of Capital Economics, was more sanguine about the coming retirement of the Baby Boomer generation. "For a start, the expected deterioration in the Federal budget owes more to rising per capita spending on health care than to changing demographics," he said.

"This can be contained if the political will is there. Similarly, the expected increase in social security spending can be controlled by reducing the growth rate of benefits. Expecting a fix now is probably asking too much of short-sighted politicians who have no incentives to do so. But a fix, or at least a succession of patches, will come when the problem becomes more pressing."

Interesting data came out from the Bank for International Settlements. The global market for derivatives soared to a record $370 trillion in the first half of 2006. It is the highest ever and the bubble is bigger than any one can imagine.

The kind of euphoria in derivative trading has never been seen before. The amount of outstanding credit-default swaps contracts jumped by 60% at the end of last year. This year the rise is even faster. It is a typical pyramiding technique. Money is creating false concept of money and that in turn is creating ever larger conceptual money.

When the tide blow off and balloon bursts, the catastrophe will be unimaginable. The 1929 debacle and resulting depression will be miniscule to what is coming.

The derivatives were initially designed for hedging. It has now become the instruments of trade. An example of what can happen is as follows.

Recently when Amaranth, the hedge fund, did bet on the wrong side of the natural gas market, it lost billions in days and went out of business drowning the capital of many investors. But something more sinister happened in London credit swap market. On the news of Amaranth's problem, the credit swaps based on Amaranth funds collapsed creating massive problem for the London credit instuments markets. Even the little hedge fund was able to bring the market to its knees.

Think what can happen when many hedge funds collapse at the same time.

Remember 1987. Before the October crash public were arguing about the fact that the market will not give an inch on the down side. Every individual investor was in the elevator at the Penhouse level. Finally when the crash came, the brokers did not pick up their phones and Dow lost more than 20% in one day.

Something much more serious is getting cooked here. The complacency level, the sentiment indicators and above all the fundamentals are all ready to make the market collapse big time...

The largest employer in the world announced on Dec. 15 that it lost about $450 billion in fiscal 2006. Its auditor found that its financial statements were unreliable and that its controls were inadequate for the 10th straight year. On top of that, the entity's total liabilities and unfunded commitments rose to about $50 trillion, up from $20 trillion in just six years.

If this announcement related to a private company, the news would have been on the front page of major newspapers. Unfortunately, such was not the case -- even though the entity is the U.S. government.

To put the figures in perspective, $50 trillion is $440,000 per American household and is more than nine times as much as the median household income.

The only way elected officials will be able to make the tough choices necessary to put our nation on a more prudent and sustainable long-term fiscal path is if opinion leaders state the facts and speak the truth to the American people.

The Government Accountability Office is working with the Concord Coalition, the Brookings Institution, the Heritage Foundation and others to help educate the public about the facts in a professional, nonpartisan way. We hope the media and other opinion leaders do their part to save the future for our children and grandchildren.

Obama admits in Depression, nobody wants our Debt

There were two HUGE pieces of information that Obama gave us tonight that confirm true economic doom is on the horizon.

First, he admitted that we can't sell our debt anymore in response to Chuck Todd's question on consumer spending...

"You know, if -- if all we're doing is spending and we're not making things, then over time other countries are going to get tired of lending us money and eventually the party's going to be over. Well, in fact, the party now is over."

We all have known this, but this is crazy for him to say this. It's like a used car dealer that tells you the tranny is going to blow on you in a month and the exhaust is held together by tape.

Then to top it off, he confirmed what he said the other day that his economists see a $1 trillion contraction in the economy this year, and another $1 trillion contraction next year. This would put us in the middle of a full blown Depression.

"We stand to lose about $1 trillion worth of demand this year and another trillion next year. And what that means is you've got this gaping hole in the economy."

Demand is just another word for real GDP. Don't get it confused with the $1 trillion deficit, which is a component of GDP on it's own.

GDP was just over $14.5 trillion in June '08, and has slipped to $14.2 trillion over the next 6 months. If we contract to $12.2 trillion by the end of 2010, that is a 15% shrinkage in GDP from June, 2008 to December, 2010.

A depression is a contraction of 10% or more.

Government can attempt to stimulate, but their numbers are hollow without consumer consumption and corporate investment.

Это направление к северо-востоку от Мельбурна, включая Кинглейк и Маррисвилл, где огонь прошелся 100-километровым "маршем", и город Гиппсланд, сгоревший дотла. Там же погибли ветеран австралийского телевидения Брайан Нейлор и его супруга, передает ИТАР-ТАСС.

Открыты палаточные лагеря, куда постоянно поступают новые погорельцы, в спешке прихватившие лишь самое ценное, включая домашних животных. По словам пострадавших, огненная стихия охватила дома абсолютно неожиданно, так как не было никаких предупреждений относительно их районов.

Между тем, власти Австралии заявляют, что причина возгорания – поджог. В частности в городе Бендиго пламя было вызвано брошенной сигаретой. На место трагедии уже вылетела группа криминалистов. Экспертам предстоит кропотливая работа по идентификации личностей погибших. Премьер-министр Австралии Кевин Радд обвинил поджигателей в сложившейся чрезвычайной ситуации, заявив, что они совершили массовое убийство.

Officials believe arson may be behind at least some of the more than 400 fires that tore a destructive path across a vast swath of southern Victoria state over the weekend. Prime Minister Kevin Rudd, visibly upset during a television interview, reflected national disgust at the idea.

"What do you say about anyone like that?" Rudd said. "There's no words to describe it, other than it's mass murder."

Police have sealed off at least two towns — Marysville and Kinglake — where dozens of deaths occurred — setting up roadside checkpoints and controlling access to the area.

Victoria Police Commissioner Christine Nixon said specialist fire investigators were on the ground at one fire site, in Churchill, east of Melbourne, and would go to others.

Kinglake is "where the most deaths are, but wherever a death has occurred we investigate that as a crime," Nixon told Australian Broadcasting Corp. radio.

Anyone found guilty of lighting a wildfire that causes death faces 25 years in prison in Victoria. However, a murder conviction could result in a life sentence, said federal Attorney General Robert McClelland.

At least 750 homes were destroyed. Officials said both the tolls of human life and property would almost certainly rise.

Stunned survivors were gathering at dozens of emergency relief centers at town halls and schools.

At the town of Whittlesea, 7 miles (12 kilometers) west of the Kinglake region, survivors sat in the dirt outside, accepting cups of coffee and sandwiches being handed out by volunteers. Others hugged each other with tears in their eyes.

Australian Red Cross officials were compiling lists of survivors to make it easy for family members to track them down. The Red Cross said more than 4,000 people had been listed across the state.

Jack Barber said he fled his house in Pheasant Creek with his wife and a few belongings on Saturday and spent the night on a sports field dodging flames that licked at them from different directions as wind gusts blew them closer.

They drove out of the disaster zone on Sunday.

"There were dead horses, live horses, kangaroos bouncing down the road with flames at their back. It was horrific," Barber said.

Victoria state Premier John Brumby on Monday announced a royal commission would be held. A royal commission is among the highest-level investigations that can be called under Australian law. Usually, a former judge is appointed to take extensive evidence and make formal findings that can lead to charges or changes in the law.

While weather conditions have eased since Saturday's inferno, more than one dozen fires still burned in Victoria and gusting winds threatened to fan them toward towns not previously hit. Forecasters said temperatures may rise again later in the week.

Blazes have been burning for weeks in the southeastern state of Victoria but turned deadly Saturday when searing temperatures and wind blasts created a firestorm that swept across the region. A long-running drought in the south — the worst in a century — had left forests extra dry and Saturday's fire conditions were said to be the worst ever in Australia.

From the air, the landscape was blackened as far as the eye could see. Entire forests were reduced to leafless, charred trunks, farmland to ashes. The Victoria Country Fire Service said some 850 square miles (2,200 kilometers) were burned out.

Only five houses were left standing out of about 40 in one neighborhood of the hard-hit Kinglake district that an Associated Press news crew flew over. Street after street was lined by smoldering wrecks of homes, roofs collapsed inward, iron roof sheets twisted from the heat. The burned-out hulks of cars dotted roads. A church was smoldering, only one wall with a giant cross etched in it remained standing.

Residents were repeatedly advised on radio and television announcements to initiate their so-called "fire plan" — whether it be staying in their homes to battle the flames or to evacuate before the roads became too dangerous. But some of the deaths were people who were apparently caught by the fire as they fled in their cars or killed when charred tree limbs fell on their vehicles.

Признаки аномального роста солнечной активности в последние годы, о которых неоднократно писал CNews, подтверждены учеными. Следующий цикл станет неожиданно мощным и начнется уже в следующем году.

Результаты моделирования солнечной динамики, осуществленного специалистами национального центра атмосферных исследований США (National Center for Atmospheric Research, NCAR) под руководством доктора Маусуми Дикпати (Mausumi Dikpati), свидетельствуют о том, что уже следующий цикл солнечной активности будет на 30 – 50% превышать по мощности последний, и без того отмеченный рядом сверхмощных катаклизмов. По всей видимости, прогноз точен – тестирование алгоритма показало, что он позволил определить мощность 8 последних циклов активности Солнца с вероятностью 98%.

Эмпирически установлено, что активность Солнца, определяемая, в частности, по количеству пятен на Солнце, меняется с 11-летним циклом. Вместе с тем, 11-летний цикл – не единственный, на него накладываются более долгопериодические процессы.

Предсказание уровней активности светила в наступающем цикле чрезвычайно важно, поскольку помогает оценить нагрузки на такие жизненно важные для современного общества системы, как спутники связи и линии электропередач.

Группа д-ра Дикпати для объяснения многочисленных аномалий, наблюдавшихся еще в прежнем, 23 цикле солнечной активности в 2004 году разработала так называемую Predictive Flux-transport Dynamo Model (модель динамо-транспортировки магнитного потока), в основе которой лежит предположение о взаимосвязи числа солнечных пятен с током плазмы в конвекционном слое Солнца. В модели учитываются широтная неравномерность вращения Солнца вокруг своей оси, эффект меридиональной циркуляции, и полоидальная структура магнитного поля Солнца (именно такое поле создается в токамаках). Циркуляция («круговорот») плазмы между экватором и полюсами светила осуществляется с периодом 17 – 22 года и именно он в рамках данной модели является своеобразной «конвейерной лентой», переносящей солнечные пятна.

При распаде солнечных пятен характерный рисунок их магнитного поля, его «сигнатура», впечатывается в плазму, движущуюся по направлению к полюсам. По достижении полярной области плазма «уходит» в зону конвекции Солнца на глубину около 200 тыс. км и начинает обратное движение к экватору с чрезвычайно низкой скоростью – около 1 м/с или менее, что и обуславливает длительность цикла солнечной активности.

Наличие подповерхностного тока плазмы, предсказываемого моделью д-ра Дикпати, подтверждается последними гелиосейсмологическими наблюдениями.

Новая модель позволила с высокой точностью – не хуже 98% - предсказать эволюцию активности Солнца от цикла к циклу в прошлом. Однако первый же прогноз на будущее, то есть на предстоящий, 24 цикл, привел к ошеломительному результату – он будет иметь на 30 – 50% большую интенсивность, чем цикл текущий.

Появление новой высокоточной математической модели Солнца позволило ученым приступить к решению более сложной задачи – предсказанию активности светила не на один, а на два цикла вперед. Прогноз следующего, 25 цикла, полученный на основе данных моделирования, будет представлен в следующем году.

Несмотря на появление технически более совершенной, чем прежние, модели солнечной активности, светило ставит перед нами все новые и новые вопросы. Невероятные по мощности вспышки, отмечавшиеся в последние годы, и другие признаки аномального роста активности Солнца, а также недостаточное понимание характера процессов, происходящих на Солнце, заставляют все серьезнее относиться к возможным последствиям их воздействия на нашу планету и даже к пессимистичным прогнозам. Одна-единственная вспышка, подобная рекордному событию 28 октября 2003 года, способна причинить неописуемые беды, если вся мощь ее удара придется на Землю. Тем не менее, проблема предсказания солнечных вспышек еще далека от разрешения.



Неясные, но все более зримо проявляющиеся тенденции нарастания активности Солнца опасны еще и неясностью характера их воздействия на все живое. Эмпирическая связь между активностью на Солнце и самыми разнообразными процессами, включая социальные, выявлена уже давно и была систематизирована выдающимся советским ученым Александром Чижевским, однако ее механизмы по-прежнему остаются неясными. Рост числа самоубийств, авиационные катастрофы и другие процессы каким-то образом связаны с солнечной активностью, и понимание природы таких воздействий становится насущной задачей современной науки.

Отключения произошли из-за обрывов линии электропередач. Повышенный уровень тревоги сегодня утром сохранялся более чем в полусотне департаментов, однако позже сильные ветры, дувшие с Атлантики, стихли, и тревога была отменена. Напомним, что порывы ветра достигали 160 км/час. Из-за этого были закрыты многие французские аэропорты.

В Франции более 600 тысяч семей остаются без света из-за мощного урагана с Атлантики. Минувшей ночью он обрушился сперва на запад страны, пронесся по центральному району и сейчас направляется на северо-восток.

Ветер повредил линии электропередачи, оставив без света 260 тысяч семей на атлантическом побережье и 340 тысяч - в центральных районах страны. Спасательные бригады в нескольких департаментах расчищают дороги от поваленных деревьев, местные власти в отдельных районах запретили движение школьных автобусов и грузовиков, передает РИА Новости.

Скорость ветра на морском побережье местами достигала 130-140 километров в час. По мере продвижения вглубь страны ветер слабел, но все же в некоторых местах были зафиксированы порывы скоростью до 120 километров в час. Синоптики прогнозируют, что сегодня буря утихнет, направляясь на северо-восток страны. Однако штормовое предупреждение для 50 департаментов в северной части страны от Бретани до Альзаса оставлено в силе.

В настоящее время парижские аэропорты восстанавливают воздушное сообщение, которое было прекращено из-за надвигавшегося урагана. Крупнейший французский авиаперевозчик Air France обещает выполнить все запланированные на вторник рейсы.



Лесные пожары в Австралии

По официальным данным, за эти выходные было выявлено более 400 очагов возгорания, преимущественно на юге страны в штате Виктория. Пожары распространились на расположенные в районе бедствия города. В результате были разрушены, по меньшей мере, 750 жилых домов.

Как сообщил премьер-министр Австралии Кевин Радд, правительство страны выделит на устранение последствий пожара десять миллионов долларов.



В Австралии резко похолодало

В последующие дни, в связи с прохождением атмосферного фронта, ветер поменял направление, прошел дождь и жара спала сразу на 20 градусов. В настоящее время максимальная температура в Мельбурне не превышает +18..+20 градусов.

Ученые пытаются найти причины самой холодной зимы в Европе

Снежная и морозная зима этого года напомнила европейцам о Великом морозе, который сковал Европу триста лет назад.

Проснувшись рано утром 6 января 1709 года, люди в разных уголках Старого Света обнаружили, что за окном резко похолодало. Трехнедельные трескучие морозы сменились недолгой оттепелью. Затем столбик термометра вновь рухнул вниз и оставался там еще два месяца. Землю на огромной территории от Скандинавии на севере до Италии на юге и от Франции на западе до Чехии на востоке сковал прочный ледяной панцирь.

Моря, озера и реки замерзли, почва промерзла более чем на метр. Считается, что это была самая холодная зима в Европе за последние пять столетий.

В Англии лютую зиму 1709 года называли Великим морозом, а во Франции -- Великой зимой. Три месяца лютой стужи стали причиной неурожая и голодных бунтов.

Балтийское море так промерзло, что по льду свободно ходили еще в апреле. В Швейцарии стаи голодных волков рыскали по деревням. Венецианцы катались на коньках по замерзшей лагуне, а в английской эскадре, стоявшей у западного побережья Италии, от холода сотнями умирали матросы.

Уильям Дерхэм, приходский священник из Апминстера, городка, расположенного недалеко от Лондона, очень прилежно и внимательно наблюдал за погодой. Он проверял термометр и барометр трижды в день с 1697 года. Дерхэм написал, что таких морозов не было с сотворения мира. Относительно сотворения мира говорить трудно, но сейчас точно установлено, что за последние полтысячелетия такой жестокой зимы в Европе точно не было.

К такому же выводу приходили и другие наблюдатели в разных уголках континента. Их записи на удивление похожи друг на друга. В ночь на 6 января 1709 года температура начала стремительно падать. 10 января Дерхэм зафиксировал минус 12 градусов, самую низкую температуру за все время своих наблюдений. Во Франции было еще холоднее. В Париже столбик термометра 14 января опустился до минус 15 градусов и оставался на этой отметке 11 дней. После короткой оттепели в конце января морозы вернулись с новой силой и свирепствовали до середины марта.

Позднее в том же году Уильям Дерхэм составил подробный отчет о Великом морозе и бедах, которые он принес. В реках и озерах замерзала рыба, а в полях -- дичь. Погибли теплолюбивые растения и фруктовые деревья. На морозе не выдерживали даже дубы и ясени, которые трескались от низкой температуры. На полях вымерз весь урожай.

И все же бедствия англичан не идут ни в какое сравнение с тем, что творилось на континенте, по другую сторону Ла-Манша. Мороз охватил всю территорию Французского королевства до самого Средиземноморья. Мерзли все, даже король с придворными в Версале. Герцогиня Орлеанская писала тетке в Германию: «Я сижу у ревущего в камине огня и поставила перед закрытой дверью экран, чтобы сохранить тепло. Укуталась соболиной накидкой и сунула ноги в мешок, сшитый из медвежьей шкуры, но все равно дрожу от холода и с трудом держу перо. Что-то не могу припомнить такой холодной зимы, как эта...»

Простые люди, просыпаясь по утрам, обнаруживали, что их ночные колпаки примерзали к изголовьям кроватей. Хлеб замерзал так сильно, что его приходилось рубить топором. Каноник из Бено в Бургундии писал, что «путешественники замерзали в дороге, скот -- в хлевах и стойлах, дикие звери -- в лесах, а вино -- в бочках. Для того чтобы согреть бедных, на площадях жгли общественные костры».

Со всех концов королевства в столицу приходили сообщения о замерзших людях. Обстановка с продовольствием в городах была тяжелой. Его невозможно было подвозить, потому что дороги были завалены снегом, а реки сковал лед. В Париже свежих съестных припасов не видели три месяца.

По всему королевству погибали фруктовые, ореховые и оливковые деревья. Мороз уничтожил озимые. Когда наконец пришла весна, на смену холодам пришел голод. В Париже положение было более или менее сносным, потому что власти в страхе перед голодными бунтами заставляли богатых открывать столовые и бесплатно кормить бедняков супом.

Зерна для муки не было, поэтому в провинции начали делать хлеб из папоротника и добавлять в зерно крапиву и чертополох. Летом народ начал умирать от голода. Едва стоящие на ногах «люди, как овцы, ели в полях траву». В том году от голода и холода умерло более миллиона человек.

Зимой 1709 года было составлено так много описаний и отчетов, что позволяет говорить о ней как об очень жестокой и холодной. Но была ли она рекордно жестокой и холодной, как считали Уильям Дерхэм с современниками?

В 2004 году Йорг Лютербахер, климатолог из университета Берна, составил помесячную сводку погоды в Европе с 1500 года. Для составления этого любопытного документа он использовал данные как прямых замеров, сохранившихся в исторических документах, так и косвенных факторов, таких, как кольца на деревьях и срезы льда. Зима 1708--1709 годов оказалась у него самой холодной. На большей части континента температура была ниже средней по Европе в XX веке на семь градусов.

Почему та зима выдалась такой лютой, объяснить ученые не могут. В те годы климат в Европе был крайне неустойчив. В 90-е годы. XVII века несколько раз подряд было холодное лето, в результате чего люди оставались без урожаев, а летом 1707 года европейцы тысячами умирали от невиданной жары.

В целом климат три столетия назад был прохладнее, а активность солнца -- самой низкой за тысячелетие. На 1707 и 1708 годы выпал и ряд значительных извержений вулканов, включая Фудзияму в Японии и Санторини с Везувием в Европе. В результате в верхние слои атмосферы попали большие объемы вулканической пыли и пепла. Европу накрыла серая дымка, не позволяющая солнцу достаточно прогреть поверхность земли.

Но ни один из этих факторов не объясняет аномально холодную зиму 1709 года.

«В тот год обязательно должно было что-то произойти», -- уверен Денис Уиллер, климатолог из университета Сандерленда, Великобритания.

Денис участвует в крупном проекте ЕС -- Проекте тысячелетия. Его цель -- восстановление картины климата в Европе за последние тысячу лет. Уиллер с коллегами ищет информацию в корабельных журналах, куда английские капитаны каждый день скрупулезно заносили данные наблюдений за погодой и ветром.

Проект, конечно, уникален по своему объему и сложности. На данный момент английские ученые составили базу данных по погоде в районе Ла-Манша до 1685 года. Этот район, по мнению Дениса Уиллера, является погодообразующим. Он отражает более широкие климатические особенности в Атлантике, где при нормальных условиях и формируется в большей части европейская погода.



US and Russian satellites collide in first ever space crash

Two communication satellites from the US and Russia collided in space on February 10, creating massive space debris that might pose a threat to the International Space Station, according to news released by the Associated Press on February 11.

The US National Aeronautics and Space Administration (NASA) said this is the first satellite collision accident in the history of mankind. It occurred 500 miles (about 805 kilometers) above Siberia. The collision involved an Iridium commercial satellite, launched by the US in 1997, and a Russian satellite launched in 1993 that was believed to be nonfunctioning. Mark Matney, an orbital debris scientist at the Johnson Space Center in Houston, said the Russian satellite was out of control. "We knew this was going to happen eventually," he said.

As it is reported that the Iridium satellite weighed 1,235 pounds (about 560 kilograms) and the Russian satellite weighed 1 ton, it is estimated that the collision will generate a large amount of space debris, but currently details remain unknown. According to NASA, it will take several weeks time to judge the extent of damage caused by the accident.

NASA points out that since the International Space Station orbits 270 miles (434 kilometers) below the collision's impact point, the accident's threat to the space station and the three astronauts on board remains relatively low. It should also pose no threat to the Space Shuttle Discovery which is scheduled to be launched on February 22, but the US will re-evaluate the shuttle's launch time.



Ураганный ветер оставил без света 600 тысяч американцев

Свыше 600 тысяч потребителей остались без электроэнергии в центральных и восточных штатах США. Причиной этого стал ураганный ветер, порывы которого достигали 100 километров в час.

По данным ИТАР-ТАСС, наиболее сильно пострадали жители штата Огайо, где без света и тепла остались порядка 250 тысяч потребителей. В Мичигане электроэнергии лишились около 52 тысяч потребителей, а в Нью-Йорке - 30 тысяч потребителей. В Кентукки, Пенсильвании, Теннесси, Нью-Джерси и ряде других штатов остаются без света более 300 тысяч жилых домов и офисных зданий. По данным обслуживающих регион энергетических компаний, на полное восстановление подачи электроэнергии потребуется несколько дней.

Штормовое предупреждение было объявлено в крупнейшем городе США Нью-Йорке, где порывы ветра, по прогнозам синоптиков, будут достигать 70 километров в час. Порывистый ветер стал причиной трехчасовой задержки авиарейсов в нью-йоркском аэропорту Ла-Гуардиа.



Мощный снегопад обрушился на афганскую столицу

Мощный снегопад, обрушившийся в четверг вечером на афганскую столицу, не прекращается и в пятницу, снег почти полностью засыпал весь город, парализовав движение автотранспорта на улицах мегаполиса, передает корреспондент РИА Новости.

Пятница, 13-го стала для афганцев настоящим испытанием: почти все мужское население трудится сейчас на расчистке от снега крыш своих жилищ, опасаясь их обрушения.

В настоящее время, несмотря на то, что снег быстро тает, и по улицам журчат потоки талой воды, толщина снежного покрова продолжает увеличиваться и составляет уже почти 30 сантиметров.

"По тревоге" во внеурочное время (пятница в Афганистане - выходной) в посольство России был вызван в полном составе афганский обслуживающий персонал, который, вооружившись лопатами, пытался пробить "бреши" в снежных заносах. Однако, несмотря на все усилия афганцев, снег падает быстрее, чем они могут чистить от него даже узкие проталинки.

На помощь афганцам брошена посольская уборочная техника, которая сгребает снег в огромные кучи, освобождая пешеходные дорожки.

Еще позавчера в Кабуле стояла весенняя погода, люди ходили в пиджаках и легких осенних куртках. Сегодня же снег ломает деревья и заставляет теплолюбивых афганцев кутаться в шерстяные одеяла.

Впрочем, такому обилию снега здесь почти все рады. Для взрослых афганцев - это хорошие виды на урожай после небывалой засухи, поразившей этим летом почти все провинции страны. Для детей - это "снежки" и "снежные люди", к строительству которых они приступили еще с раннего утра.



На юге Италии выпал снег

Из-за прихода на Апеннины холодного циклона в центральных и южных частях страны значительно снизилась температура. Снег выпал в южной области Калабрия, в центре острова Сардиния и в Палермо, административном центре острова Сицилия.

Из-за снегопада на небольших возвышенностях были закрыты школы в Кампобассо, административном центре южной области Молизе. Великолепный пейзаж наблюдали жители Эолических островов, что к северо-востоку от Сицилии. Белой шапкой покрылась вершина действующего вулкана Стромболи на одноименном острове архипелага, создав завораживающий контраст красного цвета лавы и белого снега. Старейшая жительница крохотного острова 85-летний Винченцина Ло Скьяво прокомментировала природный феномен: "Давно такого не было - снег и лава, жаль, что он быстро тает". Более молодые и совсем юные обитатели Стромболи увидели такую уникальную картину впервые в жизни, сообщают местные СМИ.

На другом берегу Мессинского пролива в сицилийской Мессине, заливаемой дождями, молния попала в здание церкви. В результате повреждения получило не только строение, но и близстоящие дома, сообщает ИТАР-ТАСС со ссылкой на агентство АНСА.

Эта зима в Италии отмечается рекордно низкими температурами, говорят синоптики. По количеству осадков местные синоптики также отнесли эту зиму в число рекордных. Только за последние месяцы выпало 77% годовых осадков.



Перекрыт рекорд сибирского холода!

Вся Сибирь пребывает во власти экстремального холода. Погодой управляет прогрессирующий в развитии обширный и могучий сибирский антициклон. Манипулируя континентальным воздухом, в условиях малооблачной погоды он способствует его интенсивному выхолаживанию. С каждым днем морозы «давили» все сильнее и сильнее, температура понижалась все ниже и ниже. И вот на алтарь жуткого холода положен первый рекорд! В ночь на 11 февраля температура упала до небывало низкого уровня – минус 38,4. Это значение явилось новым абсолютным экстремумом холода в столице нефтеносного края - Ханты-Мансийске.



В 2009г. экономика США продолжит погружаться в рецессию

Ситуация в экономике США продолжает ухудшаться, и, как следствие, пересмотренные прогнозы экономистов становятся все более пессимистичными. Текущая рецессия продлится как минимум три года, а возможно, и дольше, если на кредитных рынках не возобновится жизнь, считают инвесторы, специализирующиеся на проблемных долгах и банкротствах, сообщает 12 февраля Reuters. "Это будет катастрофа на три-четыре года", - заявил управляющий партнер KPS Capital Partners Майкл Псарос. Однако "великая рецессия", в которой оказались Соединенные Штаты, откроет инвесторам в проблемные активы беспрецедентные возможности, добавил он.

Согласно последнему опросу The Wall Street Journal, в котором участвовало 52 экономиста, макроэкономическая статистика и поступающие сигналы о самочувствии американской экономики заставляют пересматривать прогнозы ВВП страны в сторону понижения. На этом фоне инвесторы не пытаются поймать момент "наисильнейшего пессимизма", а предпочитают оставаться в стороне от активов, которые еще недавно стоили в разы дороже.

Можно говорить сразу о нескольких неблагоприятных факторах, усугубляющих ситуацию в американской экономике, и все они свидетельствуют в том, что она пока далека от выздоровления. Согласно оценкам экспертов Центра развития, ситуация на рынке труда в Америке продолжает резко ухудшаться. Быстрое сокращение рабочих мест и, следовательно, доходов населения не могут не влиять на совокупное частное потребление. Кроме того, в январе продажи новых автомобилей в США сократились на 37% по сравнению с декабрем 2007г. и составили 9,6 млн автомобилей в годовом выражении. Это самый низкий показатель продаж за последние 27 лет. "Американцы, лишившись возможности получать новые кредиты для поддержания своего потребления, вынуждены ограничивать запросы и начинать сберегать средства. В итоге после длительного периода нахождения на отрицательном уровне норма частных сбережений вышла в положительную зону", - говорят в Центре развития.

Выздоровление экономики США начнется со стабилизации ситуации на кредитных рынках. В отношении того, как скоро можно ожидать такого восстановления, экспертные мнения расходятся. "Центральными проблемами американского кризиса являются положение дел в финансовом секторе (то, как быстро он восстановит свой капитал и начнет нормальное взаимодействие с реальным сектором) и динамика потребительского спроса, который являлся основным двигателем ВВП страны на протяжении последних десятилетий", - говорят в Центре развития.

Правительству Америки (и не только) необходимо стимулировать потребительский спрос, поскольку стагнация спроса ведет к снижению производства, соглашается аналитик ГК "Алор" Анна Люканова. В результате образуется "снежный ком", такой, какой когда-то образовался на ипотечном рынке, а может, и больше. Не исключено, предполагает эксперт, что первые признаки выздоровления придут с рынка жилья, где период снижения цен сменится позитивной динамикой, что будет свидетельствовать о возобновившемся росте спроса.

Аналитик УК "Альфа-Капитал" Максим Симагин полагает, что в первой половине 2009г. американская экономика продолжит погружаться в рецессию. В базовом предположении эксперт считает, что все действия американских властей, новый антикризисный план президента Барака Обамы, масштабные программы Минфина США по поддержке домовладельцев в погашении ипотечных кредитов, а также стимулированию потребительского кредитования и выкупу "проблемных активов" принесут свои первые плоды не ранее второго полугодия. Возможно, тогда и начнут восстанавливаться кредитные рынки, а кризис доверия будет преодолен.

A new study from Toronto researchers suggests that the collapse of a large portion of the Antarctic ice sheet would shift the very axis of the Earth.

Geophysicists at the University of Toronto explored the effects on North America and the globe, if sea levels were to rise due to the collapse of the West Antarctic Ice Sheet.

One of the most jarring predictions contained in the report, to be published in the Feb. 6 issue of the journal Science, is that the sea-change could shift the Earth's rotation.

"The melting of the West Antarctic Ice Sheet will actually cause the Earth´s rotation axis to shift rather dramatically -- approximately 500 metres from its present position if the entire ice sheet melts," states a release from U of T's physics department.

There is a widespread belief among scientists that the ice sheet is especially vulnerable to rising global temperatures, and may be prone to collapse, which could trigger a rise in sea levels.

Some analysts have predicted sea levels will rise by five metres -- a value arrived at by taking the total volume of the ice sheet, converting it to water and spreading it evenly across the globe's oceans.

But the new report suggests that is too simplistic an approach, and some areas -- North America and nations in the southern Indian Ocean in particular -- would see much higher sea-level rises than other areas.

"We´ve been able to calculate that not only will the rise in sea levels at most coastal sites be significantly higher than previously expected, but that the sea-level change will be highly variable around the globe," said physics graduate student Natalya Gomez.

The research suggests the melting of the sheet would change the balance of the globe -- similar to tsunamis that move massive amounts of water from one area to another.

Water would migrate from the southern Atlantic and Pacific Oceans northward toward North America and into the southern Indian Ocean.

"The net effect of all of these processes is that if the West Antarctic Ice Sheet collapses, the rise in sea levels around many coastal regions will be as much as 25 per cent more than expected, for a total of between six and seven metres if the whole ice sheet melts," said geophysicist Jerry Mitrovica.

"That´s a lot of additional water, particularly around such highly populated areas as Washington, D.C., New York City, and the California coastline."

The study pointed out three factors that are likely to have an effect on the disbursement of water from the melting shelf.

It suggests that as an ice sheet collapses, water actually moves away from it because the sheet's gravitational pull lessens. The result is that the sea level in the area of the shelf actually drops, while other areas see dramatic increases.

Secondly, the research suggests a massive depression in the bedrock that is currently underneath the ice shelf, will fill with water if the sheet collapses. But as the sheet melts and its weight disperses, the depression will rebound, thereby pushing water into other areas.

Thirdly, the shift in the Earth's rotation will cause water north, towards North America and the Southern Indian Ocean.

The research is to be published in a paper titled "The Sea Level Fingerprint of West Antarctic Collapse."



Australian man charged over deadly bushfires: report

Australian police charged a man with "arson causing death" Friday over one of the country's deadly bushfires, local media reported.

The reports said the man was charged with lighting a fire near the town of Churchill in Victoria state, that killed at least 21 people.

Prime Minister Kevin Rudd has described Australia's deadliest bushfires, which killed at least 181 when they swept through the southern state of Victoria Saturday and Sunday, as "mass murder."

Практически на всей территории Японии в субботу столбик термометра поднялся на 6-10 градусов выше нормы, а в 105 городах были побиты рекорды для этого времени года, сообщило Главное метеорологическое управление страны.

В среднем по стране температура соответствовала середине апреля, а в некоторых районах - даже середины-конца июня.

Так, в Токио было 23,9 градуса, в Сидзуоке - 26,8, в Йокогаме - 24,8 градусов выше нуля. Это на десять градусов выше среднегодовой нормы для этого дня календаря.

В Йокогаме растаял искусственный каток под открытым небом, от высокой температуры он превратился в бассейн.

В Токио жители с удовольствием вышли на улицу без пальто, а наиболее осведомленные токийцы гуляли сегодня в футболках.

Основной причиной небывалого тепла стало уникальное сочетание трех факторов - подувшего накануне сильного южного ветра, который называют здесь в это время года "первый весенний", облачности ночью и утром, благодаря чему в самое холодное время суток страна оказалась накрыта одеялом из облаков и солнечной погоде днем, что еще более подогрело не остывший за ночь воздух.

Потепление оказалось настолько неожиданным, что не всем удалось правильно к нему подготовиться. Так, на одном из озер в префектуре Фукуока пропали без вести двое любителей подледного лова. Они вышли на ловлю накануне, когда лед был крепок и ничто не предвещало беды, а уже в субботу утром на озере практически не осталось льда. Спасатели предполагают, что из-за внезапного потепления лед под ними мог проломиться.

Такая небывало теплая погода постепенно начнет сменяться обычными для этого времени года температурами уже с воскресенья и к середине будущей недели вернется в норму.



По улицам Москвы - на снегоходах!

В выходные дни Москва подверглась тяжелому удару природы. Столица буквально завалена тоннами снега. В субботу за день разверзшиеся небеса обрушили на город десятидневную норму осадков (10 мм), и еще, примерно столько же, или даже больше, принесет воскресенье. Таким образом, два выходных дня могут «осчастливить» половиной месячной нормы осадков, которая составляет 36 мм. Как с таким количеством снега справится и без того утопающий в сугробах мегаполис, вообразить невозможно. Сложившаяся в атмосфере ситуация - безнадежная. Столичный регион находится в зоне малоподвижного фронта, вдоль которого смещаются активные южные волны. По сути это небольшие активные циклоны. Они черпают влагу Средиземного моря и с большой щедростью делятся ею с Центральной Россией. Одна такая волна «одарила» Москву кубометрами снега в субботу, полностью парализовав жизнедеятельность мегаполиса, а вторая продолжает почин в воскресенье. В цифрах это выглядит так. В течение субботы высота снежного покрова увеличилась на 8 см (общее количество выросло до 28 см), а с учетом воскресного снегопада, который может оказаться еще более сильным, по всей видимости, достигнет климатической нормы – 35-40 см. Таким образом, за два выходных дня высота сугробов удваивается! Вот где надо было проводить Чемпионат мира по биатлону, а не в бесснежном южнокорейском Пхeнчхане! То что сретенские снегопады становятся самыми интенсивными в этом году, сомневаться уже не приходится. Вопрос лишь в том: не станут ли они самыми сильными за последние полстолетия, со времен знаменитого снегопада 1966 года? Тогда за день столицу засыпало месячной нормой снега! В принципе, сложившая в атмосфере ситуация с бурными баталиями характерна для этого времени. Ведь по народному календарю сегодня, 15 февраля, Сретенье – первая встреча зимы с весной. Согласно поверью, в этот день зима борется с весной: кому идти вперед, кому назад. Зима весну встречает, заморозить (погубить) красную хочет, но сама лиходейка от хотенья только потеет.



Fireball in Sky Remains Mystery

DALLAS - Law enforcement agencies across Texas received numerous reports Sunday of a fireball and falling debris.

John Foster, a spokesman for the Williamson County Sheriff's Office in Georgetown, said deputies and firefighters were out looking for debris after callers said they thought they saw a plane crashing. Foster said the department took its helicopter up to search for the source of the debris, but found nothing.

"We don't doubt what people saw" but they found no debris, he said.

The Federal Aviation Administration said it received numerous reports across Texas of falling debris.

"We don't know what it was," said FAA spokesman Roland Herwig.

The U.S. Strategic Command said there was no connection to the sightings over Texas and Tuesday's collision of satellites from the U.S. and Russia.

"There is no correlation between the debris from that collision and those reports of re-entry," said Maj. Regina Winchester, with STRATCOM.

The FAA notified pilots on Saturday to be aware of possible space debris after a collision Tuesday between U.S. and Russian communication satellites. The chief of Russia's Mission Control says clouds of debris from the collision will circle Earth for thousands of years and threaten numerous satellites.



Scientists: Pace of Climate Change Exceeds Estimates

CHICAGO, Feb. 14 -- The pace of global warming is likely to be much faster than recent predictions, because industrial greenhouse gas emissions have increased more quickly than expected and higher temperatures are triggering self-reinforcing feedback mechanisms in global ecosystems, scientists said Saturday.

"We are basically looking now at a future climate that's beyond anything we've considered seriously in climate model simulations," Christopher Field, founding director of the Carnegie Institution's Department of Global Ecology at Stanford University, said at the annual meeting of the American Association for the Advancement of Science.

Field, a member of the United Nations' Intergovernmental Panel on Climate Change, said emissions from burning fossil fuels since 2000 have largely outpaced the estimates used in the U.N. panel's 2007 reports. The higher emissions are largely the result of the increased burning of coal in developing countries, he said.

Unexpectedly large amounts of carbon dioxide are being released into the atmosphere as the result of "feedback loops" that are speeding up natural processes. Prominent among these, evidence indicates, is a cycle in which higher temperatures are beginning to melt the arctic permafrost, which could release hundreds of billions of tons of carbon and methane into the atmosphere, said several scientists on a panel at the meeting.

The permafrost holds 1 trillion tons of carbon, and as much as 10 percent of that could be released this century, Field said. Melting permafrost also releases methane, which is 25 times more potent a greenhouse gas than carbon dioxide.

"It's a vicious cycle of feedback where warming causes the release of carbon from permafrost, which causes more warming, which causes more release from permafrost," Field said.

Evidence is also accumulating that terrestrial and marine ecosystems cannot remove as much carbon from the atmosphere as earlier estimates suggested, Field said.

In the oceans, warmer weather is driving stronger winds that are exposing deeper layers of water, which are already saturated with carbon and not as able to absorb as much from the atmosphere. The carbon is making the oceans more acidic, which also reduces their ability to absorb carbon.

On land, rising carbon dioxide levels had been expected to boost plant growth and result in greater sequestration of carbon dioxide. As plants undergo photosynthesis to draw energy from the sun, carbon is drawn out of the atmosphere and trapped in the plant matter. But especially in northern latitudes, this effect may be offset significantly by the fact that vegetation-covered land absorbs much more of the sun's heat than snow-covered terrain, said scientists on the panel.

Earlier snowmelt, the shrinking arctic ice cover and the northward spread of vegetation are causing the Northern Hemisphere to absorb, rather than reflect, more of the sun's energy and reinforce the warming trend.

While it takes a relatively long time for plants to take carbon out of the atmosphere, that carbon can be released rapidly by wildfires, which contribute about a third as much carbon to the atmosphere as burning fossil fuels, according to a paper Field co-authored.

Fires such as the recent deadly blazes in southern Australia have increased in recent years, and that trend is expected to continue, Field said. Warmer weather, earlier snowmelt, drought and beetle infestations facilitated by warmer climates are all contributing to the rising number of fires linked to climate change. Across large swaths of the United States and Canada, bark beetles have killed many mature trees, making forests more flammable. And tropical rain forests that were not susceptible to forest fires in the past are likely to become drier as temperatures rise, growing more vulnerable.

Preventing deforestation in the tropics is more important than in northern latitudes, the panel agreed, since lush tropical forests sequester more carbon than sparser northern forests. And deforestation in northern areas has benefits, since larger areas end up covered in exposed, heat-reflecting snow.

Many scientists and policymakers are advocating increased incentives for preserving tropical forests, especially in the face of demand for clearing forest to grow biofuel crops such as soy. Promoting biofuels without also creating forest-preservation incentives would be "like weatherizing your house and deliberately keeping your windows open," said Peter Frumhoff, chief of the Union of Concerned Scientists' climate program. "It's just not a smart policy."

Field said the U.N. panel's next assessment of Earth's climate trends, scheduled for release in 2014, will for the first time incorporate policy proposals. It will also include complicated models of interconnected ecosystem feedbacks.

The panel's last report noted that preliminary knowledge of such feedbacks suggested that an additional 100 billion to 500 billion tons of greenhouse gas emissions would have to be prevented in the next century to avoid dangerous global warming. Currently, about 10 billion tons of carbon are emitted each year.

Близкое соседство рекордного тепла и аномальных метелей обеспечил мощный тихоокеанский циклон, который втянул в свою циркуляцию разнородные воздушные массы. На Японские острова распространился очень теплый воздух из тропиков, тогда как на Сахалин вторгался якутский холод. Впрочем, привыкшие к теплу японцы не оценили летний подарок природы и назвали ветер «первым весенним».

По его мнению, существует риск, "что вызванное человеком изменение климата ускорит выпуск углекислого газа из лесов и экосистем тундры, которые на протяжении тысяч лет хранили запасы углерода".

Эксперт отметил, что в 2000-2007 годах количество парниковых выбросов резко увеличилось из-за масштабного строительства объектов угольной генерации в Китае и Индии.



Глобальное потепление "недооценили"

Один из ведущих экспертов в области охраны окружающей среды заявил, что в ближайшие 100 лет эффект от глобального значительно превзойдет ранее сделанные прогнозы.

Профессор Крис Филд, автор основополагающего доклада по вопросам изменения климата, опубликованного в 2007 году, утверждает, что рост температур превысит все ранее сделанные прогнозы.

По его словам, в опубликованном докладе сильно недооценена скорость климатических изменений.

Кроме того, считает профессор, глобальное потепление нанесет больший ущерб окружающей среде, чем принято считать.

Выступая на Американской научной конференции в Чикаго, Филд заявил, что, согласно последним данным, выброс парниковых газов в период между 2000 и 2007 годом значительно превысил ожидаемые объемы.

"Фактически теперь мы стоим на пороге климатических изменений, далеко выходящих за рамки всех тех мер, которые были приняты ранее в области экологической политики", - сказал он.

Пожары и наводнения

По словам Филда, в докладе за 2007 год, где рост средних температур на ближайшее столетие прогнозируется на уровне от 1,1 до 6,4 градуса, масштаб проблемы явно недооценен.

Профессор также заявил, что источников дополнительных выбросов углекислого газа стали электростанции в Индии и Китае.

Филд сообщил, что влияние этих выбросов на температуру пока сложно определить, но скорее всего это приведет к увеличению темпов потепления и нанесет больший ущерб окружающей среде.

Научный корреспондент Би-би-си Мэтт Макграт также предупреждает, что последние поступающие данные о потеплении дают поводы для опасений, так как показывают все возрастающую вероятность того, что ученые называют "отрицательным обратным эффектом".

По словам профессора Филда, повышение температуры приведет к пересыханию лесов в тропическом поясе, что, в свою очередь, сделает их более подверженными пожарам.

Кроме того, потепление может ускорить таяние вечной мерзлоты, что ещё больше усугубит ситуацию.



Зима берёт реванш за бесснежный декабрь

В центральных районах России зима берёт реванш за бесснежный и аномально тёплый декабрь. В Москве с утра метёт, снегу нападало уже 10 сантиметров. Дорожные службы будут работать в авральном режиме до глубокой ночи, но передышка их ждёт короткая: в воскресенье, по прогнозам, снегопад возобновится. Впрочем, по сравнению с тем, что творится сейчас в Хабаровском крае, Приморье, на Сахалине и Курилах, московская погода чуть ли не курортная.

Снег вперемешку с лепестками роз – такие фотографии останутся в свадебных альбомах многих молодоженов. Пожениться в День всех влюбленных, да еще и в февральскую метель - в столичных загсах это принимали за хорошую примету. Как дождь на летнюю свадьбу.

Снегопад, каких Москва не видела уже больше месяца, принес теплый балканский циклон. 10 лишних сантиметров снега всего за несколько часов. В рабочий день они бы парализовали весь город. Сегодня парализовывать было почти нечего. Полупустые выходные улицы очищали 9 тысяч единиц техники. За руль садили редкие москвичи.

Зато на МКАДе и магистралях держать дистанцию водителей заставляла не бдительность, а образовавшиеся из-за метели пробки. И десятки мелких ДТП. Снег окончательно прекратится к ночи, завтра перейдет в дождь, потом слегка похолодает, максимум до минус 8 ночью. Ни жестких морозов, ни обильных осадков синоптики больше не обещают.

В Москве весь день плохая видимость. Столичные аэропорты с раннего утра работали по фактической погоде. А на некоторых высотных зданиях включены специальные красные лампы, которые обычно горят на высотках только по ночам.

Московская зима весь декабрь и январь "жалела" снега. Высота сугробов не дотягивает до февральской нормы. То дождь, то мокрый снег. Теперь, правда, упущенное за два месяца природа может наверстать. Погоду, установившуюся сегодня, синоптики часто называют европейской зимой. Температура около нуля, сильный снег, несильный южный ветер. Одно но – солнца по-прежнему нет.

За всю зиму Москву солнце озаряло всего 30 часов. Это в 4 раза меньше медицинских показателей. Зато перепады температур в России поражали даже синоптиков. Например, за последние сутки он составил 75 градусов. Майкоп согревался при + 22, а в Красноярском крае зафиксировали минус 53.

Снежный циклон накрыл не только центральный регион. В Хабаровском крае осадков уже выпало как за месяц. А движение по трассе Хабаровск - Комсомольск-на-Амуре перекрыто.

На побережье Охотского моря тоже ненастно. К метели добавился такой порывистый ветер, что решено в ближайшее время закрыть паромное сообщение между материком и островом Сахалин.

А на Сахалине и Курильских островах - штормовое предупреждение. Скорость ветра достигает 20 метров в секунду - закрыт аэропорт Южно-Сахалинска. На море тоже неспокойно. Циклон нагнал в Татарский пролив тяжелые льды, это сильно осложняет работу паромов.

Кризис породил интерес к "Капиталу" Маркса

На Западе - всплеск интереса к работам Карла Маркса, особенно к главному труду всей его жизни - "Капиталу". Но рукопись этой глыбы - в России - в советскую эпоху в Москву свозили все, что имело отношение к Марксу.

Шлюзовая система, сейфовые двери - хранилище выдерживает прямое попадание полутонной бомбы. Некогда - святая святых, бывший Институт марксизма-ленинизма, средоточие идеологии. Его подвалы - теперь Российский госархив социально-политической истории. На поверхности шумит Москва XXI века. Совсем рядом - памятник Юрию Долгорукому. А в хранилище - полумрак и тишина. Здесь находится треть всех работ Маркса, труды Энгельса и Ленина. В одном из боксов - самое ценное - и не только с исторической точки зрения - рукописи Маркса.

"Каждая страница рукописи Маркса и Энгельса до сих пор на аукционе стоит от 15 тысяч евро за страницу", - рассказывает главный хранитель архивов К. Маркса и Ф. Энгельса Российского государственного архива социально-политической истории Валерий Фомичев.

Конечно, Маркс и Энгельс были бы оскорблены. Не потому, что дешево, а потому что в евро. Здесь то и дело что-то мелькает из курса марксистско-ленинской философии.

Сотрудники гордятся тем, что хранится в ячейках: прижизненные издания "Капитала" с дарственными надписями автора знакомым и друзьям. Но главное - рукописи.

Начиная с 20-х годов прошлого века здесь сидели лучшие специалисты, жены деятелей Коминтерна, носители немецкого языка - разбирали отвратительный почерк Маркса. К началу войны манускрипты, наконец, расшифровали и перевели. Правда, в них так и не оказалось формулы счастья. Впрочем, профессор МГУ Георгий Багатурия, знающий о Марксе практически все, изучал труды мыслителя всю жизнь и уверен, что кое-что можно найти. В Европе, вон, снова пытаются.

"Экономический кризис, который переживает сегодня весь мир, в том числе и наша страна, породил специфический интерес к главному экономическому труду Маркса - "Капиталу". Можно было бы сострить и сказать, что перед смертью не надышишься и не начитаешься. Надо было бы читать раньше", - говорит профессор, председатель Международной редакционной коллегии по изданию произведений К. Маркса и Ф. Энгельса на языках оригинала Георгий Багатурия.

"Учение Маркса всесильно, потому что оно верно" - это еще Ленин говорил. Неужели опять?!

Мировой центр изучения трудов Карла Маркса находится в Берлинской академии наук. Здесь уже 30 лет готовят к печати и издают его работы. 117 томов уже есть, и это - только середина пути. На электронном календаре Франкфуртской фондовой биржи - февраль 2009-го. Пятница, 13-е никого не пугает - каждый день может стать "черным". Обещающая рост эмблема биржи выглядит ироничнее карикатуры на долларовую банкноту. Индекс деловой активности DAX в очередной раз сделал короткий и глубокий вдох перед долгим выдохом разочарования.

"Конечно, на бирже идеи Маркса не могут быть особенно популярны, ведь они грозят нам безработицей. У нас здесь капитализм в чистом виде. Но сейчас из-за кризиса и больших потерь некоторые мои коллеги находят в теории Маркса рациональное зерно", - говорит биржевой маклер Штефан Шаафетер.

Люди, работающие на бирже, - тоже наемные работники. Настоящие спекулянты, о которых писал Маркс, дают им указания по телефону. На биржевой площади белые воротнички портят желудки фастфудом и не шарахаются от бездомных - такое при капитализме может случиться с каждым.

Новость недели: в Германии министром экономики становится 37-летний аристократ Карл-Теодор цу Гуттенберг. В его полном имени - тринадцать слов. В общем, барон. Экономику изучал, торгуя щебенкой и гравием, но в год выборов правительство должно принести кого-то в жертву за непопулярные решения. Жертвой стал многоопытный Михаэль Глосс, который предлагал модернизировать капитализм путем расширения государственного участия в экономике.

"Потери частных капиталистов надлежало компенсировать за счет богатства всего общества, представителем которого является правительство", говорится в трудах Маркса.

Самое высокое здание во Франкфурте - офис Commerzbank - второго в Германии. Кабинет Меркель зарезервировал за ним два миллиарда бюджетных евро. Кого спасут эти деньги, случись катастрофа? Это еще не признаки революционной ситуации, но первый намек на то, что низы не хотят, а верхи не могут.

Температура воздуха в Японии бьет рекорды: в Токио - плюс 24

Практически на всей территории Японии в субботу столбик термометра поднялся на 6-10 градусов выше нормы, а в 105 городах были побиты рекорды для этого времени года, сообщило Главное метеорологическое управление страны.

В среднем по стране температура соответствовала середине апреля, а в некоторых районах - даже середины-конца июня.

Так, в Токио было 23,9 градуса, в Сидзуоке - 26,8, в Йокогаме - 24,8 градусов выше нуля. Это на десять градусов выше среднегодовой нормы для этого дня календаря.

В Йокогаме растаял искусственный каток под открытым небом, от высокой температуры он превратился в бассейн.

В Токио жители с удовольствием вышли на улицу без пальто, а наиболее осведомленные токийцы гуляли сегодня в футболках.

Основной причиной небывалого тепла стало уникальное сочетание трех факторов - подувшего накануне сильного южного ветра, который называют здесь в это время года "первый весенний", облачности ночью и утром, благодаря чему в самое холодное время суток страна оказалась накрыта одеялом из облаков и солнечной погоде днем, что еще более подогрело не остывший за ночь воздух.

Потепление оказалось настолько неожиданным, что не всем удалось правильно к нему подготовиться. Так, на одном из озер в префектуре Фукуока пропали без вести двое любителей подледного лова. Они вышли на ловлю накануне, когда лед был крепок и ничто не предвещало беды, а уже в субботу утром на озере практически не осталось льда. Спасатели предполагают, что из-за внезапного потепления лед под ними мог проломиться.

Такая небывало теплая погода постепенно начнет сменяться обычными для этого времени года температурами уже с воскресенья и к середине будущей недели вернется в норму.

— У такому разі можуть вимерзнути посіви, які не встигли добре розвинути¬ся. Тож зараз головне, щоб не було різкого під¬вищення чи зниження те¬мператури. Наприклад,

від 15 градусів тепла до 15 морозу.

Протягом зими у нас було неглибоке промер¬зання грунту — до 35 сан¬тиметрів. Практично ор¬ний шар вже розмерзся. Тепер усе залежить від "небесної канцелярії". Якщо не буде різкого по¬холодання, можна про¬гнозувати раннє віднов¬лення вегетації озимини.

— А це не зашкодить врожайності?

— Ні, навпаки. Адже в такому разі в рослин збіль¬шується період весняного кущення. Якщо вони вдо¬сталь будуть забезпечені вологою та мінеральними добривами, матимемо ви¬сокий врожай.

— Чи вистачить вологи для майбутніх посівів ярих культур?

— Опади протягом зими наразі відповідають клі¬матичній нормі. Але коли починається коливання температури від мінусо¬вої до плюсової, напри-

клад, вдень пригріває со¬нечко, а вночі — примо¬розки, суттєво зростають непродуктивні втрати во¬логи. Тож її може не ви¬стачити для ярини.

Тому з урахуванням цієї специфіки до сівби на¬весні треба готуватись завчасно — після повно¬го розмерзання грунту слід якнайшвидше вико¬нати агротехнічні заходи для закриття вологи та висіяти ярі зернові. В Грузии впервые пронесся торнадо

Без кровли остались около 120 домов

В западных районах Грузии 16 февраля впервые за всю историю наблюдений пронесся торнадо, пишет Lenta.ru.

«По свидетельству очевидцев, в течение минуты небо вдруг почернело, и с него на землю спустилась вихревая труба, которая ломала деревья и поднимала в воздух крыши домов», — рассказал представитель региональной администрации.

По его словам, без кровли остались около 120 домов. На многих участках поломаны деревья и сорваны провода с линий электропередач.

Несмотря на значительный материальный ущерб, жертв удалось избежать.

Следует отметить, что ранее в прибрежных районах на западе Грузии уже отмечались смерчи меньшей разрушительной силы.



Сразу четыре землетрясения произошли в России, Японии и Греции

Четыре довольно сильных землетрясения произошли этой ночью в разных уголках Земли.

На территории России этой ночью произошли два землетрясения в районе Камчатки.

Эпицентр первого землетрясения силой 4,4 балла по шкале Рихтера находился на востоке Кроноцкого полуострова на глубине 38 километров.

Второй более мощный толчок силой 5,2 балла по шкале Рихтера сотряс Камчатку через пять часов около полуночи по местному времени, сообщает Геофизическая служба РАН.

Эпицентр стихии залегал на глубине 28 километров в 50 км от поселка Тиличики в Корякии. К счастью, обошлось без разрушений и пострадавших.

В Греции также произошло землетрясение силой 5,4 балла, его эпицентр находился южнее острова Закинф в Ионическом море, сообщает РИА «Новости».

Жертв и разрушений нет, передает «Рейтер».

В самом густонаселенном городе Токио этой ночью также ощущались подземные толчки силой 4,6 баллов по шкале Рихтера.

Из-за землетрясения раскачивались небоскребы в центре города, однако все дома уцелели, и никто серьезно не пострадал, сообщает «Эхо Москва».

Дело в том, что столица Японии со всех сторон окружена горами, и все строения здесь сконструированы с учетом сейсмической активности, которая тут не редкость.

Например, ночью 2 февраля сразу на три города - Токио, Нагано и Йокогаму - выпал вулканический пепел, который тонким слоем серо-коричневой пыли припорошил тротуары и капоты машин. Это "вышел из себя" вулкан Асама, расположенный всего в 140 км от Токио.



Отказ от денег

Финансовые передряги заставили компании вспомнить изрядно подзабытые после 1998 года схемы безденежных расчетов. Оплата векселями либо бартером иногда становится единственным способом сохранить производство.

Первой крупной структурой, которая призналась, что кризис вынудил ее воспользоваться старой и проверенной в дефолтном 1998-м схемой оплаты поставок векселями, стал «АвтоВАЗ». Декабрьские долги компания на 70% оплачивала векселями, и только 30% покрывалось «живыми» деньгами. Причем подобную схему на предприятии планировали сохранить и в январе.

Причиной возврата к безденежным расчетам стали кассовые разрывы, которые образовались в результате падения спроса на продукцию завода. «АвтоВАЗ» уже просил государство помочь покрыть временный дефицит, однако денег ему до сих пор выделено не было. По неподтвержденной информации, только СОКу «АвтоВАЗ» задолжал около 1,4 млрд руб. Этот долг компания намерена погасить по утвержденной вексельной схеме: «живыми» деньгами только 30%.

Правда, далеко не все поставщики соглашаются принимать к оплате векселя: в условиях финансового кризиса многим необходимы деньги на выплату зарплат и закупку сырья. Например, сызранский завод «Пластик» (75% продукции идет «АвтоВАЗу») пока не готов перейти с автопроизводителем на квазиденежные отношения. «Почему не берут? Возможно, просто не верят «АвтоВАЗу»: конвейер остановлен, падает производство. В этих условиях у многих могут возникнуть сомнения в платежеспособности», - поясняет начальник отдела ценных бумаг Межпромбанка Дмитрий Хламов. Конечно, в случае отказа платить по своим обязательствам держатель векселя всегда может обратиться в суд, и тогда взыскание будет обращено на имущество должника, но это процесс весьма долгий, а большинству получателей вазовских векселей деньги нужны именно сейчас. В этом случае они могут его просто продать, говорит Дмитрий Хламов, но ситуация на финансовых рынках сейчас весьма сложная. «Многие переложили все свободные средства в валюту и в рублевые активы в настоящее время вообще не очень хотят заходить», - поясняет эксперт. Поэтому у некоторых поставщиков завода доверие к векселям «АвтоВАЗа», как к альтернативному «живым» деньгам инструменту, весьма невысоко.

Серьезные проблемы с оборотными средствами заставляют многих задуматься о переходе на другие формы расчетов, как было сразу после дефолта 1998 года. В частности, компания «ГАЗ» не ответила на запрос «Ко» относительно возможности перевода расчетов с поставщиками на вексельные схемы, но при этом аналитик Номос-банка Ольга Ефремова указывает, что опасения относительно возможного «технического» дефолта по облигациям компании остаются «весьма высокими». Напомним, что общая потребность группы «ГАЗ» в финансовой помощи со стороны властей оценивается в $1,6 млрд, а губернатор Нижегородской области Валерий Шанцев ранее сообщил, что «правительство предоставило группе «ГАЗ» государственные гарантии на 70 млрд руб. на привлечение оборотных средств и продолжение инвестиционных проектов».

Некоторые предприятия уже вспомнили, что такое бартер. ТагАЗ, например, пошел на беспрецедентный шаг: машину теперь можно поменять на акции коммерческих банков и предприятий, входящих в тор-100. В качестве оплаты принимается и оборудование. Правда, такие условия действуют только для дилеров и поставщиков. «У некоторых наших клиентов, которые в свое время брали у нас хорошие партии машин, тоже проблемы с денежной ликвидностью. Именно поэтому, по их многочисленным просьбам, руководство завода все-таки разрешило осуществлять операции по бартеру», - говорит директор по маркетингу ТагАЗа Глеб Коротков.

Если ситуация в экономике будет ухудшаться, то бартерные и вексельные схемы могут оказаться крайне востребованными, признают участники рынка. Лишним подтверждением тому является решение БК «Регион» возобновить расчет индексов вексельного рынка. Способствуют этому в первую очередь кризис и, как следствие, проблемы с ликвидностью, которые мешают предприятиям рассчитываться с поставщиками за комплектующие. «Тут бы хоть на зарплату денег набрать, чтобы рабочие не взбунтовались», - посетовал попросивший не называть его менеджер одного из крупных автозаводов.

Назад в 1998-й

«Схемы расчетов с использованием векселей получают широкое распространение, когда компании испытывают нехватку «живых» денег, чтобы рассчитаться с партнерами», - подтверждает начальник отдела операций на вексельном рынке Собинбанка Павел Громыко. «Основная проблема предприятий сегодня - это платежный дефицит, который ведет к стагнации и падению производства», - считает генеральный директор НКГ «2К Аудит - Деловые консультации» Тамара Касьянова. Если банки еще хоть в какой-то степени при поддержке государства сохраняют ликвидность, то производство буквально задыхается от нехватки оборотных средств. Отсутствие денег угрожает задержкой расчетов с поставщиками, вынуждая компании прибегать к неденежным формам взаиморасчетов - бартеру и векселям, признает эксперт.

При этом сами банки также оказываются вовлеченными в процесс безденежных взаиморасчетов. Так, Банк России объявил, что со 2 февраля будет принимать в залог по кредитам векселя, выпущенные предприятиями малого бизнеса, и выданные предпринимателям кредиты. Вексельная сумма или сумма долга по кредиту должна быть не менее 2 млн руб., отмечают в банке. «ЦБ демонстрирует, что готов кредитовать под самые разные инструменты. Правда, процедура рассмотрения заявок на такие кредиты наверняка будет долгой», - считает зампред правления СБ-банка Андрей Егоров. Напомним, что ЦБ уже несколько месяцев принимает в залог векселя крупных и средних компаний, однако опрошенные «Ко» банкиры не смогли вспомнить случаев кредитования под них. Скорее всего, этот инструмент не слишком привлекателен, потому что получить финансирование под векселя крупных компаний и банков можно и в коммерческих банках, а в ЦБ заявки рассматривают долго (около недели) и дисконт может составлять весьма значительную сумму от обязательств - до 80%. «Векселя будут приниматься далеко не все, а уровень их дисконтирования будет, по-видимому, фактически запретительным», - рассуждает начальник управления казначейских операций Международного промышленного банка Вячеслав Томашевский. Таким образом, малые предприятия не смогут получить значительные средства с помощью этого инструмента. Поэтому использование векселей в качестве залога под кредиты Банка России не окажет существенного влияния на финансовое состояние российских компаний, сетует банкир. При этом он отметил, что его банк также принимает векселя, но только ликвидные и наиболее надежных компаний.

Проблемная бумага

Механизм расчета по вексельным схемам таит в себе большую опасность. «Подобные расчеты могут привести к возникновению цепной реакции неплатежей. Экономический кризис затронул всех, и когда предприятие платит своим поставщикам векселями, оно, по сути, навязывает им отказ от денег», - предупреждает начальник отдела операций на вексельном рынке Собинбанка Павел Громыко. Понятно, что в реальные деньги эти векселя, скорее всего, превратятся минимум через несколько месяцев. В таких условиях труднее всего придется небольшим поставщикам второго и третьего уровня, которые с высокой долей вероятности могут выйти на дефолт, указывает эксперт. То есть использование векселей в расчетах фактически возвращает рынок к бартерным операциям и затрагивает всю цепочку - от предприятия до дилеров. Кроме того, векселя могут обращаться лишь в ограниченном кругу предприятий, осведомленных о взаимной платежеспособности. «В противном случае финансово-эксплуатационные потребности покрываются за счет заемных и дополнительно привлеченных источников, что в нынешних условиях весьма проблематично. Следствием этого могут стать трудности в финансировании текущей деятельности предприятий», - напоминает Павел Громыко.

Но это далеко не все проблемы, с которыми сталкиваются предприятия. «Главный риск заключается в том, что могут появиться недобросовестные компании, которые станут выпускать векселя и не будут рассчитываться по ним», - предупреждает ведущий эксперт УК «Финам Менеджмент» Дмитрий Баранов. Другая опасность заключается в том, что добросовестный векселедатель может не найти средств к моменту погашения векселя, и тогда финансовые проблемы наступят уже у векселедержателя. То есть выпуск векселей может не помочь предприятиям справиться с кризисом, а лишь усугубит его. «Так как вексель является документарной ценной бумагой, возникает опасность его фальсификации либо прекращения срока действия обязательств в рамках выписанного векселя в связи с некорректным его заполнением», - напоминает ведущий аналитик ИК «Файненшл Бридж» Екатерина Лощакова. Помимо этого, неудобство использования вексельных схем связано со сложностями проверки финансового состояния и кредитоспособности векселедателя, в особенности если он представлен малой или средней компанией (такие фирмы, как правило, непрозрачны).

Примечательно, что вексельные схемы получали наибольшее распространение именно во время финансовых кризисов: так было и в 1998 году, и во время сложностей на банковском рынке в 2004 - 2005 годах. Например, Союзобщемашбанк, который еще весной 2004 года входил в список 200 ведущих банков России, 19 января 2005 года лишился лицензии и вскоре был признан банкротом. По данным Агентства по страхованию вкладов (АСВ), осенью 2004-го из него были выведены активы через приобретение векселей фирм-однодневок, которые составили 70% активов банка.

Дружеское поглощение

До последнего времени основной проблемой вексельного рынка было широкое использование разного рода мошеннических схем: появлялись векселя-«призраки», дубликаты, да и просто, имея на руках исходные данные этого документа, некоторые нечистые на руку сотрудники кредитных организаций пытались проворачивать разного рода аферы. Даже сейчас многие эксперты говорят о том, что в России все еще существует целый теневой рынок торговли копиями реально существующих векселей, которые потом используют для реализации жульнических схем. «Торговля копиями векселей отнюдь не прекратилась с ужесточением норм со стороны регулятора, этот бизнес буквально поставлен на широкую ногу», - рассказал «Ко» на условиях анонимности топ-менеджер одной из московских адвокатских контор. Например, в конце января текущего года в Москве задержали мошенника, пытавшегося продать поддельный вексель Сбербанка стоимостью 125 млн руб. Впоследствии в его машине были обнаружены копии ценных бумаг на общую сумму 375 млн руб.

Широкое использование мошеннических схем в этом сегменте расчетов легко объяснить. Данную бумагу выпустить весьма несложно, как, собственно, и реализовать ее. Кроме того, с помощью нескольких перепродаж векселя можно так запутать документацию, что не каждый следователь разберется, в чьей собственности в данный момент находится эта ценная бумага и насколько корректным было приобретение данных прав.

Одна из самых известных схем мошенничества, работающая не с помощью подделки векселей, а путем прокрутки в отчетности компании-жертвы аферы данных реального векселя, - так называемый «дружественный» вексель. Эта махинация не очень сложна в исполнении, но выявить ее достаточно трудно. Схема применяется для незаметного вывода реального векселя из собственности компании нечистыми на руку топ-менеджерами. Зачастую после совершения махинации он вполне легально погашается или продается, и концы найти весьма сложно, тем более что один из следующих покупателей попадает в категорию «добросовестный приобретатель», а значит, востребовать ценную бумагу настоящим собственникам не представляется возможным. Торговля копиями векселей открывает для аферистов огромные перспективы. Описанная выше «дружественная» схема - лишь один из вариантов мошенничества. Есть гораздо более изощренные способы «применения» копий реально существующих векселей, которые еще называют векселями-«призраками». Их можно использовать для вывода любых активов из компании, а также при желании ее обанкротить.

«Алиса» возвращается

Еще одной классической формой внеденежных отношений в условиях кризиса является бартер. Однако пока он не пользуется большой популярностью у отечественных компаний. Бартерные операции на бирже для безденежного обмена начались 5 декабря прошлого года. Но объемы заключенных сделок далеки от сопоставления с объемами бартерных сделок в 90-е. Дело в том, что большинству фирм нужны сейчас «живые», пусть и суррогатные, но денежные средства для расчетов, а не товар. Хотя не исключено, что бартерные сделки не получили широкого развития из-за шероховатостей, которые несет в себе данная модель. «Использование бартерных схем неэффективно, так как создает их участникам дополнительные проблемы, связанные с поиском контрагентов, заинтересованных в приобретении полученного товара для обмена его на наличность или иные полезные наименования», - указывает ведущий аналитик ИК «Файненшл Бридж» Екатерина Лощакова. Помимо этого, возникают сложности с определением стоимости полученного в рамках обмена товара, номинированной в количестве другого товара, или установление адекватной суммы денежных средств, которую можно получить в обмен на полученную в рамках обмена продукцию. Не говоря уже о том, что далеко не все кредиторы возьмут в качестве платы бартерный товар. «Использование бартерных схем неперспективно. Потому что большинству сейчас нужны именно «живые» деньги, и получать в обмен на металлопрокат, например, постельное белье, совсем не хочется. К тому же много наших предприятий уже давно перешли на МСФО, и бартер там не предусмотрен никак», - добавляет ведущий эксперт УК «Финам Менеджмент» Дмитрий Баранов.

Тем не менее некоторые энтузиасты считают, что в нынешней ситуации будущее именно за бартерными сделками. Так, один из первых российских миллионеров 1990-х годов Герман Стерлигов в конце февраля примет участие в открытии представительств Антикризисного расчетно-товарного центра (АРТЦ) в Китае. Это шаг к созданию системы глобального бартера, считает бизнесмен. Стерлигов вспомнил опыт 90-х годов, тогда он создал товарную биржу «Алиса» - первую в России. По его мнению, предпринимателям, которые не могут реализовать свою продукцию в условиях кризиса и отсутствия кредитов, остается только обмениваться товарами - стандартная бартерная схема. АРТЦ с отделениями по всему миру выступает посредником для заключения сделок, предоставляя клиентам необходимую инфраструктуру для обмена. При этом компьютерные технологии обработки данных позволяют осуществлять многоступенчатые операции, где между конечными звеньями цепи может быть неограниченное число участников из разных стран мира.

Судя по всему, Герман Стерлигов не утратил с начала 90-х делового чутья: как оказалось, уже сейчас некоторые компании переходят на бартер. В начале февраля стало известно, что специально созданная в рамках корпорации «Строймонтаж» компания «Мир недвижимости» начала предлагать поставщикам стройматериалов расплачиваться по бартеру квартирами в строящихся домах. И это далеко не единичный пример. Акционеры Северо-Западной лесопромышленной компании (СЗЛК) недавно предложили банкам-кредиторам расплатиться продукцией - бумагой для офисной техники, ежедневниками, папками, конвертами. Если предприятия СЗЛК будут работать на полную мощность, то погасить задолженность перед банками офисной бумагой можно будет за четыре года, подсчитал заместитель генерального директора СЗЛК Юрий Мурашко.

«В случае длительной рецессии в мировой экономике цены на нефть, газ и металлы будут снижаться и дальше, что вызовет, с одной стороны, дефицит государственного бюджета и падение курса рубля, а с другой - уменьшение объемов импорта, в том числе станков и оборудования, прекращение инвестиций в основной капитал, значительное сокращение производства в сырьедобывающих и перерабатывающих отраслях», - рисует весьма удручающую картину последствий финансового кризиса начальник управления казначейских операций Международного промышленного банка Вячеслав Томашевский. Сокращение производства распространится на все сектора, в первую очередь на строительство и ритейл. Глобально это вызовет взлет безработицы, резкое снижение доходов населения и рост протестных настроений, считает эксперт. Сохранение низких цен на сырье в течение длительного времени (более года) означает полную гибель многих сегментов экономики и фактически массовую национализацию основных отраслей.

«В таких жестких условиях векселя наиболее надежных векселедателей, имеющие небольшие сроки до погашения, более или менее сохранят свою ликвидность и образуют отдельный сектор рынка, имеющий достоверные котировки и уровни доходности», - говорит Вячеслав Томашевский. Все остальные векселя векселедателей более низкого качества будут использоваться только в немногих конкретных сделках между контрагентами, имеющими друг о друге полную информацию и сохраняющими достаточный уровень доверия. Таким образом, объем сегмента рынка качественных векселей сократится, и наряду с ним будет существовать большой сектор неликвидных векселей, не имеющих ясной рыночной цены и использующихся исключительно во взаиморасчетах между контрагентами. Можно констатировать, что с усугублением кризиса эти бумаги будут играть все более важную роль во взаиморасчетах предприятий.
